Manager of Budget and Finance HYBRID (PCN 1080) Full Time Management Troy, MI, US 3 days ago Requisition ID: 1298 Salary Range: $81,670.00 To $102,087.00 Annually Job Summary To oversee the maintaining of OCHN accurate financial records for the preparation of financial reports due to internal and external stakeholders. Ensure the preparation of monthly financials due to various internal stakeholders. Essential Functions Preparing monthly financials. Manage preparation for annual MDHHS reporting and organizational audits. Provide individual supervision and direction for team members as needed, including ongoing plans that allow for continued growth and development. Supervise the preparation of theOCHN’s Audit Financial Statementsas well asA-133 single auditsin accordance withGenerally Accepted Accounting Principles(GAAP)and(GASB), and acts as liaison with outside auditors in all audit related matters. Managing preparation of annual budget and amendments. Making recommendations for accounting policies updates and changes or language listed within OCHN contracts. Job Requirements and Qualifications Education: Bachelor's degree in Accounting , Business Administration, Public Administration,Economics,or related discipline. Training Requirements (licenses, programs, or certificates): Experience Requirements: Four (4) years’ experience in financial analysis, business administration, cost accounting, general accounting, governmental fund accounting, systems analysis, personnel administration, orrelated area. NOTE: A master's degree in one of the fields listed above may be substituted for one (1) year of relevant work experience. Experience with preparation of local governments financial statements. Job Specific Competencies/Skills Proficiency with various financial accounting systems. Proficiency with MS Office Suite (Word, Excel, and PowerPoint). Demonstrate leadership skills in a managerial or supervisory position in the public or private sector. Demonstrate interpersonal communication skills. Demonstrate teambuilding skills. Demonstrate oral and written communication skills. Ability to recognize and analyze complex operational/administrative or fiscal problems, and to recommend and implement solutions. Ability to work collaboratively and create a team environment that resolves problems and implements solutions in an environment that fosters system –wide continuous improvement. Ability to recruit, select, supervise, plan, direct, and evaluate the work of professional, administrative, and clerical employees. Ability to provide developmental opportunities for future succession planning and skill enhancement. Ability to communicate effectively, both orally and in writing. Ability to conduct effective meetings. Ability to initiate, plan, develop, coordinate, and implement system wide programs. Highly effective project management skills. Highly effective interpersonal, active listening, negotiation, and conflict resolution skills. Ability to respond appropriately to and manage crisis situations. Knowledge Requirements: Knowledge of Uniform Guidance (2 CFR), GAAP, GASB standards and GAGAS. Knowledge of MDHHS reimbursement system (EGRAMS). Knowledge of OMB Compliance Supplement and MDHHS audit guidance.
