Summary This position is eligible for the Education Debt Reduction Program (EDRP) – a student loan payment reimbursement program. Eligibility requirements per VHA policy must be met and the EDRP application must be submitted within four months of appointment. Program approval (award amount up to $200,000 and eligibility period one to five years) is determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants are ineligible to apply. Qualifications To qualify for this position you must meet the basic requirements listed below and any additional requirements (if applicable) specified in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Physicians currently employed in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. United States citizenship. Non‑citizens may only be appointed when recruitment of qualified citizens is not possible in accordance with VA Policy. Doctor of medicine or an equivalent degree in allopathic or osteopathic medicine. The degree must have been obtained from a school approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current full and unrestricted license to practice medicine or surgery in a State, Territory, Commonwealth of the United States or the District of Columbia. Residency training: Successful completion of residency training approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. VA physicians involved in academic training programs may be required to be board certified for faculty status. Approved residencies include: (1) ACGME or AOA accredited core specialty programs; (2) One year of post‑medical‑school training followed by two years of independent practice; (3) Non‑US residency training followed by a minimum of three years of verified independent practice in the United States. Residents currently enrolled in ACGME or AOA accredited residency programs and who meet the basic requirements are eligible to be appointed as “Physician Resident Providers” (PRPs). PRPs must be fully licensed physicians and may only be appointed on an intermittent basis. They are restricted to specific supervised duties. PRPs are not considered independent practitioners and are not privileged. In rare and unusual circumstances, the Facility Director may submit a memo to the VISN Director for reasonable exceptions to the residency training requirement. Proficiency in spoken and written English. Reference: VA Qualification Standards Physical requirements: The work is mostly sedentary but requires standing, bending, and carrying light items. The incumbent must have the ability to stand and walk for prolonged periods of time when interacting with patients and other services. Duties Potential eligibility for the Physician/Provider Contract Buy Out Program (CBOP), which authorizes VHA to buy out service contracts for a period of obligated service (minimum 4 years). VA offers a comprehensive total rewards package, including the VHA Physician Total Rewards program, the Education Debt Reduction Program (Student Loan Repayment), competitive salary, annual performance bonus, regular salary increases, and paid time off of 50–55 days per year (26 days annual leave, 13 days sick leave, 11 paid Federal holidays, and a possible 5‑day paid absence for CME). Retirement benefits include a traditional federal pension (5‑year vesting) and a federal 401(k) with up to 5% VA contribution. Insurance coverage includes federal health, vision, dental, term life, and long‑term care programs, many of which can be carried into retirement. Licensure: One full and unrestricted license from any U.S. State or territory. CME: Possible $1,000 per year reimbursement (must be full‑time with board certification). Malpractice: Free liability protection with tail coverage provided. No Physician Employment Contract and no significant restriction on moonlighting. Physicians provide primary care delivery to a panel of veterans based on VHA and EKHCS PC standards. The physician practices in the General Medicine Service (GMS) to provide a full range of services emphasizing quality, timeliness, and the advancement of the Veterans Affairs mission. The physician provides advanced clinical practice, consultation, and management, practicing to the full extent of their education, training, and certification. Core functions are aligned with clinical privileges for this position. The physician has prescriptive authority for a panel of patients or a program as indicated by their position. The physician is a licensed independent practitioner with advanced education and national certification who provides evidence‑based care for a population of patients. Major duties and responsibilities: Independently manage clinical care of patients with acute and chronic health conditions, emphasizing health promotion and disease prevention through evidence‑based practice using telephone, video, face‑to‑face visits, and asynchronous care. Develop and implement individualized plans to achieve optimal panel population health and disease management. Demonstrate leadership and work collaboratively with the interdisciplinary team. Order and interpret labs, tests, and diagnostic studies. Prescribe pharmacologic and non‑pharmacologic interventions. Initiate referrals and consults to specialty services. Provide education to patients and their families. Assess and adjust the plan of care as needed to achieve optimal patient outcomes. Perform procedures as trained and approved by clinical privileges. Provide clinical guidance to mid‑level providers. Exemplify the ICARE core values of Integrity, Commitment, Advocacy, Respect, and Excellence. Engage in population health and quality improvement efforts related to care of veterans within state law limits defined by the Board of Professional Licensure. Participate in continuing medical education and quality assurance activities. Coordinate with providers within the same and outside Service Lines, other divisions within the EKHCS structure, and CBOCs as determined by the plan of care for the veteran. Maintain open, clear, and collaborative engagements. Ensure barriers for veterans and staff are minimized to promote a positive work environment.
