Under the direction of the Vice President of Human Resources, the Human Resources Specialist of Leaves and Benefits, performs a variety of professional-level administrative, clerical, technical and analytical duties in support of the College's human resource functions including leaves, files, legal documents forms, recruitment, selection, classification, wage and salary administration. Health and Welfare benefits, FMLA, Health and Safety, employer-employee relations, labor negotiations, training, and related functions. Also provides information and assistance to College employees and the general public regarding human resources activities, policies, and procedures. Performs a variety of high-level administrative and clerical tasks in support of assigned area of responsibility. REPRESENTATIVE DUTIES:
• Provide administrative, clerical, logistical and technical support to the Vice President; compose and prepare memoranda, correspondence, board agenda compilation, division reports, presentations, spreadsheets, forms and other documents, often of highly sensitive and confidential nature; proofread and review typed documents and other materials for accuracy, completeness and compliance with District standards, policies and procedures.
• Establish and maintain a variety of complex, interrelated filing systems including confidential files; establish and maintain files for information, records and reports; maintain manuals and updated resource materials.
• Coordinate the Vice President's and department calendars including scheduling meetings, resolving scheduling conflicts; assist the Vice President in developing and monitoring timelines and schedules.
• Provide administrative, logistical and technical support to the Vice President; compose and prepare memoranda, correspondence, Governing Board docket items, department reports, presentations, spreadsheets, forms and other documents, often of a highly sensitive and confidential nature; proofread and review typed documents and other materials for accuracy, completeness and compliance with division standards, policies and procedures.
• Assist the Vice President in record keeping and communication on complaints and confidential issues that are received into the office.
• Monitor division budget expenditures for revenue, accounts; track and process expenditures, encumbrances, reimbursements, stipends and payments; research and process invoices or purchase orders for payment. Collaborate with Finance department on any discrepancies.
• Act as a liaison in coordinating matters between, the Vice President and all departments and outside agencies. Prioritize requests by departments and facilitate the flow of information; prepare and distribute agendas for meetings; follow up on various assignments to ensure that needed action is taken; perform routine to difficult public relations duties over the phone and in person; respond independently to correspondence and email inquiries regarding division matters; relieve the Vice President of a variety of administrative details.
• Perform technical and complex administrative duties involving the use of independent judgment and an understanding of departmental functions and procedures. Perform confidential administrative, technical and analytical work in support of the human resources department, and employee/labor relations functions. Prepare agendas, take and transcribe minutes in support of collective bargaining negotiations.
• Provide support for the recruitment process to include managing inquiries, advertising and participation in recruiting events.
• Coordinate post-offer pre-employment physicals, psychological, drug screens or other preemployment screenings as may be required.
• Conduct initial new employee orientation for purposes of ensuring appropriate completion of payroll and benefits documentation; explain employment benefits and general terms and conditions of employment to employees and department representatives.
• May provide support of the worker's compensation and disability programs; review initial claims and determine the type of claim to be established; serve as liaison with injured workers, college departments, attorneys, medical providers, and investigators in the management of claims; work closely with employees and department managers regarding return to work issues.
• Prepare and process payroll related documents for college employees.
• Document pay exceptions and salary adjustments for payroll ensuring timely and accurate records.
• Supports the budget development process by gathering and compiling required information. Prepares and inputs accounting forms such as requisitions, warehouse requests, budget and staffing requests. Receives periodic printouts of financial activity and prepares summary reports.
• Coordinate, organize, create, and maintain monthly Personnel/Staffing board agenda items, proposed resolutions, MOUs, and background information in Board Docs for the Board of Trustee meetings.
• Conduct research, analyze data, and prepare written and statistical reports and recommendations for a variety of human resource issues and topics; make oral presentations as required; update and revise written directives, rules, and regulations and various handbooks as appropriate.
• Provide customer service, both in-person and by telephone; screen and direct telephone calls; take and relay messages, answer questions from employees and the general public regarding human resources issues, rules and regulations relating to human resources management; respond to employment verification requests, salary and benefit surveys, and other requests for information.
• Refers complex or sensitive matters and/or routes calls to the appropriate administrator.
• Evaluates office activities; recommends improvements and modifications; assist in the implementation of goals and objectives; review and evaluate work products, methods and procedures.
• Prepares Health and Welfare, Dental, Vision, and Basic Life Reconciliation.
• Supports Compensation and Health and Welfare Benefits process.
• Participates in hiring and provides training and guidance to student workers as a part of the Human Resources team.
• Arrange travel plans for the Vice President, and Human Resources personnel.
• Ensures office technology is maintained and in working condition i.e., service requests, receives, and maintains an inventory of office supplies and materials.
• Prepare required federal and state notices time requirements regarding these entitlements.

Bachelor's degree from an acceptable accredited institution in human resources management, business, administration, personnel management, or a closely related field AND three (3) years of increasingly responsible experience in human resources.
