Contract Specialist

Duties
At the full-performance grade level, you will execute a broad range of pre-award and post-award contracting functions to include valuable acquisition planning, negotiation, and contract administration.
Conduct market research and coordinate with the Deputy for Small Business to determine sources to be solicited; determine appropriate procurement strategy; conduct pre-proposal conferences and address protests.
Evaluate proposals in accordance with source selection evaluation processes; conduct negotiations and prepare award documents; and conduct formal debriefings with unsuccessful offerer.
Prepare well written and concise documentation (Determination and Findings, Justification and Approvals, Award Determination) to support the procurement decisions.
Work with District elements to assess requirements and provide technical advice with long-range and day-to-day procurement planning.
