Qualifications: Master's or Doctorate Degree in Education and Administration Supervisor of Special Education Certification Coordinator of Pupil Services or Superintendent's Certification Experience in Special Education Five years special education teaching experience Knowledge of Individuals with Disabilities Improvement Act (IDEIA) Knowledge of Pennsylvania Special Education Standards and Regulations Knowledge of Chapter 15 and 16 Regulations Experience with technology that is compatible with district-wide systems A working knowledge of office equipment. Excellent organizational skills and abilities. Current Act 34, Act 151 and FBI Clearances as required by the laws of Pennsylvania; any other clearances that may be required by law. Such alternatives to the above qualifications as the Board may find acceptable and reasonable.

Able to carry objects (up to 20 lbs.) in arms or by other appropriate means. Able to use hands and arms to reach and pick up objects. Able to see clearly with or without corrective lenses. Able to perceive speech or nature of sounds in the air, in person, and on the telephone. Able to coordinate eyes, hands and fingers rapidly. Able to walk moderate distances inside and outside of facilities and able to climb steps. Able to travel inside or outside the District as necessary for work related tasks. Able to withstand changes in environmental conditions inside the work facility.

Reports To: Director of Special Education
Job Goal: Direct and coordinate programs and services for students receiving special education services and all other student support services. Direct the district-wide activities of the itinerant consultants, special education teachers, including gifted education, school psychologists, and guidance counselors. Establish personal goals and develop goals with assigned staff to ensure the implementation of School Board policies and state and federal laws. Prepare, monitor, and revise the special education budget, integrating federal, state, and local funds; prepare and submit proposals for funds available through state and federal grants. Develop and maintain inter-agency relationships with Berks County Children and Youth Services, Berks County Mental Health/Mental Retardation, Juvenile Probation, Berks County Intermediate Unit, and other student service agencies. Negotiate contracts and monitor contracted services for related and special education services with BCIU and other school districts, approved private schools, agencies, hospitals, and individuals as necessary. Coordinate the recruitment, selection, and assignment of professional and non-instructional special education staff. Conduct periodic meetings of various members of the special education staff and collaborate with the building administrators regarding the supervision and evaluation of building based staff; supervise and monitor the activities of all contracted service personnel. Provide administrative oversight to the collection, maintenance, storage, dissemination, destruction, reporting and accuracy of student service and special education data to include the preparation of the annual Special Education Plan. Maintain and revise information regarding specialized transportation needs of students and confer with transportation personnel in the school district. Assess needs and recommend additions, deletions, and/or modifications to the existing programs and services available to students; analyze and determine the impact of proposed changes in regulations, standards, and policies regarding service/program delivery for special education and student support services. Direct, supervise, and evaluate the performance of district-wide special education staff; conduct and/or arrange for staff development programs regarding student services issues as appropriate for regular and special education. Monitor the identification, evaluation, re-evaluation, and program and placement process for students for special education, gifted education, alternative education, and Chapter 15 services. Participate in or conduct conferences with parents regarding disputes in the evaluation, program, or placement of students; provide and/or arrange for activities promoting public awareness and parent training regarding service accessibility and availability. Interpret and monitor compliance with federal, state, and local laws, regulations, mandates, and policies to assure the provision of a free appropriate public education to students. Organize documents and testimony, confer with outside experts, and represent the school district in any adversarial situations concerning students. Participate in district-wide planning, review committees, and associations; attend local, county, and state meetings, conferences, and seminars regarding special services, special education, and related topics; maintain appropriate contact with key personnel in other school districts and facilitate the exchange of information for mutual benefit. Act as an advocate and ensure that the needs of students with disabilities are considered as an integral part of all district activities.
