NextStep Technology is seeking a senior analyst to provide full-time financial management, acquisition, and portfolio analysis in support of the USDA Office of the Assistant Secretary for Civil Rights reorganization. The analyst will establish source-traceable funding and contract baselines, assess implementation constraints and organizational overlaps, and convert complex data into accurate workbooks, reports, options, and leadership briefings. This role is both the lead analyst and the day-to-day project integrator for a one-FTE delivery model.

  Primary Responsibilities:

Funding Stream mapping and fiscal analysis: 30%  

• Inventory Civil   Rights-related funding; validate budget and financial data; document sources   and exceptions; build a funding-to-function crosswalk; identify   fragmentation, gaps, dependencies, and transition considerations.

Contract and agreement portfolio analysis: 25% 

• Inventory contracts, task   orders, purchase orders, and interagency or reimbursable agreements;   reconcile them to funding and supported functions; map acquisition workflows,   handoffs, oversight responsibilities, and operational dependencies; develop   retain, realign, consolidate, modify, recompete, or discontinue options.

Notification reporting and reprogramming analysis: 20%

• Research and assess   Congressional and Departmental notification requirements, reprogramming and   transfer thresholds, appropriation limitations, apportionment, purpose and   period-of-availability rules, working capital fund governance, and agreement   or contract dependencies. Explain feasibility, timing, sequencing, risks, and   required Government decision points.

Organizational overlap analysis: 15%

• Evaluate overlaps,   redundancies, fragmentation, service gaps, and efficiencies across Mission   Areas, Agencies, and Staff Offices. Integrate funding, contract, workflow,   statutory, and operational evidence into objective organizational options.

Project integration reporting and quality: 10%

• Maintain the integrated   schedule, data requests, RAID register, KPI dashboard, status reporting,   review cycles, and source repository. Coordinate Government reviews, brief   findings, track comments, and ensure all products are complete, consistent,   accessible, and decision ready.

Key Deliverables:

• Civil Rights funding inventory and funding-to-function crosswalk with narrative findings, data dictionary, validation or exception log, source traceability, risks, dependencies, and governance briefing materials.
• Civil Rights contract-support portfolio analysis with contract and agreement inventory, funding reconciliation, workflow and responsibility mappings, integration assessment, transition options, and executive briefing materials.
• Notification, reporting, and reprogramming impact analysis with requirements matrix, feasibility assessment, constraints, dependencies, risks, sequencing options, and leadership materials.
• Mission Area, Agency, and Staff Office overlap analysis with matrix or workbook, narrative assessment, visual mapping, integrated crosswalk, and leadership briefing.
• Monthly RAID register and KPI dashboard, bi-weekly status reports, monthly status support for invoicing, and a final post-implementation review report.

Required Qualifications:

• Bachelor's degree in finance, accounting, business administration, public administration, economics, or a related discipline, or an equivalent combination of education and directly relevant experience.
• At least seven years of progressively responsible experience in federal financial management, budget execution, fiscal operations, acquisition or contract analysis, portfolio analysis, or closely related work.
• Demonstrated ability to reconcile complex financial and acquisition data from multiple authoritative sources and maintain complete source traceability.
• Working knowledge of federal appropriations and budget execution concepts, including purpose, time, and amount; apportionment; reprogramming or transfer considerations; and single-year, multi-year, and no-year funding.
• Experience analyzing federal contracts, task orders, purchase orders, interagency agreements, and reimbursable agreements, including dependencies and transition impacts.
• Advanced proficiency with Microsoft Excel and strong proficiency with Word, PowerPoint, Teams, and SharePoint. Ability to build clear workbooks, matrices, dashboards, process maps, reports, and executive briefings.
• Excellent analytical writing, facilitation, and briefing skills, with the judgment to distinguish analysis and options from inherently governmental decisions.
• United States citizenship and the ability to complete USDA-required identity verification, background vetting, security and privacy training, and PIV or LincPass enrollment.

Preferred Qualification:

• Prior USDA financial-management experience and familiarity with FMMI, DATA Act reporting, unliquidated obligation analysis, audit readiness, or USDA acquisition and budget processes.
• Experience supporting a federal reorganization, shared-services assessment, organizational consolidation, or cross-agency portfolio review.
• Experience developing KPI dashboards in Excel or Power BI and producing Section 508-conformant electronic deliverables.
• Relevant credential such as CGFM, CDFM, CPA, PMP, FAC-C, DAWIA, or equivalent training in federal financial or acquisition management.

Performance Expectations: 

• Complete at least 95 percent of milestones on schedule and identify risks early enough to protect delivery dates.
• Submit accurate, internally consistent, fully sourced products in Government-approved editable formats, normally requiring no more than one rework cycle.
• Maintain clear status visibility through bi-weekly reporting and current monthly risk, dependency, and performance measures.
• Protect confidential and Privacy Act information and comply with USDA security, records, accessibility, and system-use requirements.

Work Environment and Role Boundaries:

This position is primarily virtual or remote, with attendance at meetings in Washington DC and other USDA locations as required. Work may be performed at Government facilities, NextStep facilities, approved virtual worksites, or a combination. The employee must be able to work during the Government's normal business hours and accommodate scheduled stakeholder meetings and deadline-driven deliverables.

The work is non-personal and performed under NextStep supervision. The analyst provides research, analysis, recommendations, and options but does not make inherently governmental decisions; direct non-BPA contractor personnel; contact Congressional offices, OIG, GAO, or OMB; or develop, configure, or implement USDA information systems under this role.
