Director of Resident Services

Since 1973, Jubilee has worked to provide high quality affordable housing and holistic support to individuals and families in the Adams Morgan, Mount Pleasant and Columbia Heights neighborhoods of Washington D.C. Jubilee operates more than a dozen properties totaling over 500 homes and has an active development pipeline of new affordable housing, including D.C.’s first urban aquaponics and hydroponics farm located in the basement and rooftop of one of our buildings. Jubilee also offers robust programming for residents and community members as they pursue life goals. Jubilee’s Justice Housing® model is built on the principle of providing deeply affordable homes with onsite or nearby services located in neighborhoods where resources such as good schools, grocery stores, and public transportation are readily accessible. Jubilee is seeking individuals who want to work with us to ensure Justice Housing becomes a reality for all who need it. Position Description The Director will plan, direct, organize, and support the development and implementation of enrichment, and supportive service programs for JHI residents and community program participants. The Director leads JHI’s resident support initiatives and directly supervises the Resident Services Manager, and Financial Empowerment Coordinator, and secondarily supervises the work of the Resident Services Coordinators across all residential properties in the Jubilee portfolio. The Director, through the department, builds skills and resourcefulness for JHI residents and community participants, through financial and economic empowerment, health and wellness initiatives, resource development and navigation, educational enrichment, crisis and conflict resolution, resident goal setting, problem solving, and building resiliency. Specific Duties Supervise the Resident Services’ core areas: housing stability, health and wellness, financial empowerment, and building a sense of community. Create a professional development environment for department staff to support and implement best practices in service coordination. Execute programs that promote social empowerment, self-sufficiency, and resident leadership. Create/manage strategies that support resident stability in housing Manage a fleet of services, partnerships, outside resources, internal systems, data, etc. that ensure support for residents, with a particular focus on those who are vulnerable Execute community building activities for JHI residents Execute Aging in Place Program model for JHI residents Execute health and wellness activities for JHI residents in conjunction with community partners Execute financial and digital literacy programs Provide linkages and referrals to human and social service resources Oversee and support case management services for JHI housing units. Supervise all duties and responsibilities of the Resident Services Coordinator, Financial Empowerment Coordinator Ensure the adequate provision of language access services to JHI residents and minimize barriers to resident participation Coordinate special events to support JHI community building initiatives Ensure the routine collection of resident data in appropriate database systems and perform regular quality assurance checks on data integrity Administration and Operations Represent and champion Resident Services in JHI meetings, both internally and externally Support the vision, mission, and operations of the department within the organization Deliver on developed and established departmental KPIs and develop reports (board report, annual report, etc.) for key stakeholders Ensure full regulatory and legal compliance for JHI policies and operations Manage a team of direct and indirect service personnel (supervision, hiring, evaluations, professional development, etc.) Manage the department’ budget in a fiscally responsible manner Monitor and evaluate effectiveness of programming, including qualitative and quantitative evaluation tools and analysis Manage programs according to the approved budgets and scopes of all Resident Services-related grants Work with the Director of Research, Evaluation & Impact, as well as the Grants Manager, in the completion of all grant reporting’s and deliverables Work in conjunction with the Institutional Advancement Department to identify and pursue funding opportunities Work in collaboration with Property Management to support resident move-ins, recertifications, annual inspections, eviction prevention, relocation, and end of tenancy with JHI Work in conjunction with VP of External Affairs on advocacy initiatives related to supporting JHI residents and affordable housing Prepare and conduct all annual evaluations of the Resident Services Team Work collaborative with peers in the Supportive Services Department, and the VP of Programs to advance overall JHI strategic plan goals. Maintain External Engagement and Communication Communicate effectively with staff, volunteers, and the community at large Develop and manage internal and external partnerships to meet resident, and community needs. Responsible for growing and maintaining powerful partnerships with other resident-focused organizations and help build our collective approaches that equip JHI residents for success Desired Qualifications Bachelor’s degree (Master’s preferred) in Social Work, Psychology, Public Administration or related field Minimum 5 years of related full-time work experience in social services for families and/or single adults; community development or a related field Direct experience in community engagement, and affordable housing a plus Minimum 3 years in a managerial/supervisory role required Strong administrative background that reflects solid management and communication skills Desired attributes will be valuable to this role Interpersonal skills and cultural competency, self-aware with the ability to reflect and adapt to diverse environments Project management skills with the ability to take a basic concept, develop a strategy and action plan with measurable outcomes and realistic tactics, and implement through completion The ability to work with multiple stakeholders including business and community leaders, and program partners The ability to effectively communicate with a wide cross-section of stakeholders through various mean modalities.
