City of Farmington Job Opening Job Position #97: Safety Specialist I/II Number of Vacancies: 1 Department: Electric Utility/Compliance Pay Class: Safety Specialist I - K (Non-Exempt) Salary Range: $23.11-$35.99 / Hour Pay Class: Safety Specialist II - L (Non-Exempt) Salary Range: $25.02-$38.92 / Hour Work Location: MOC Type of Position: Regular, Full-Time Days Worked: Monday-Friday Hours Worked: 8:00 a.m. - 5:00 p.m. Applications Accepted Until: June 19, 2026 Job Duties The City of Farmington reserves the right to hire at either the Safety Specialist I or Safety Specialist II level depending on experience and qualifications. The position works under the direction of the Safety and Security Officer and its supervision. Primary responsibilities include the compilation and maintenance of OSHA, EPA, and DOT programs and records, performing assessments and analyses, and following up with the Safety and Security Officer. This includes preparing professional level documentation packages for submittal to regulatory agencies, maintaining documentation for the various EHS programs; responding to requests for data, analysis, and reports for internal and external groups; and participating in the development, implementation, and assessment of the City's Environmental, Health, and Safety program. The position aids departmental/divisional work groups in hazard identification and assessment, implementing programs and practices supporting compliance with EHS regulations, and conducting assessments. It also supports Compliance Division staff as required, with any laws, rules, and regulations that could impact the City of Farmington, including but not limited to EHS regulations. Essential Duties Employees in this position are considered confidential, maintaining the utmost confidentiality in dealing with employee records and business information. The essential duties include coordinating and conducting safe observations, spot inspections, and facility inspections using hazard recognition and risk assessment techniques; participating in the development and delivery of required environmental, health and safety training; ensuring compliance with all applicable safety and environmental standards, laws, and policy; preparing reporting documents and distributing reports; preparing documents and graphs for tracking incident rates, lost work days, and incident trends. Other essential duties include administering the City's medical surveillance and drug and alcohol programs; conducting or assisting in incident investigations to determine root cause and preparing incident investigation reports, coordinating with the Safety and Security Officer in developing corrective actions; compiling, recording and preparing data for OSHA reporting (300, 300a, 301), Hazardous Waste report, DOT MIS report, TIER I/TIER II; maintaining records of the EHS function, including filings and logs; maintaining training records and assembling injured worker data; developing the fire prevention program for City employees; administering the annual fire extinguisher maintenance program and the annual sprinkler system inspection and test program; assisting in the administration of the City's environmental management system; providing technical advice on the medical surveillance program; working with environmental, health, and safety advisory committees to promote safety expertise and plan, develop, schedule, and deliver EHS education and training programs; developing, creating or modifying safety regulations and/or processes to increase safety awareness and decrease safety incidents; analyzing and evaluating hazardous conditions and assigning risk assessment codes; interfacing with and representing City interests to local, state, and federal agencies; recommending and developing control measures for identified hazards and associated risks; working closely with the Workers' Compensation Program to determine lost work days and ensuring incident/accident reporting procedures are followed; operating a City vehicle to locations throughout the City's service area to provide support services to other departments; and using excellent customer service skills to establish and maintain effective working relationships. Non-essential Duties Travel to attend seminars, conferences, and training classes to enhance knowledge on environmental laws, safety regulations, best safety practices, and to add or maintain current safety certifications. Qualifications Subject to the City of Farmington's Drug and Alcohol Free Workplace Program. Includes pre-employment testing, post-accident testing, reasonable suspicion testing, return to duty testing, and follow-up testing. Safety Specialist I – Associate's degree in Occupational Safety & Health or related field, or equivalent combination of education and previous safety experience. Previous environmental, health and safety experience is preferred. Safety Specialist II – Bachelor's degree in Occupational Safety & Health or related field. Five years progressive experience directly managing safety programs. Knowledge of safety and environmental regulations, consensus standards, OSHA reporting, confined space, HazCom, job hazard analysis, inspection procedures, incident prevention, incident investigation techniques, and safety and environmental education and training. Excellent computer knowledge and skills; effective oral communication skills to interact with employees at all levels; public speaking ability; effective written communication skills to create and deliver reports to senior management; ability to establish and maintain professional relationships with employees and external entities (OSHA, EPA, NMED, DOT). Valid New Mexico driver's license with acceptable driving record for the past three years or state residency; ability to carry out assigned tasks and projects to completion with minimal supervision; ability to work independently and with multiple tasks; ability to maintain confidentiality; extensive background checks required. Responsibility to participate in and comply with the City's Environmental, Health, and Safety program.
