Employment Type: Full-Time Location: Remote/Hybrid as authorized by the Government and Companyas requested by the government. Position Summary The Procurement Specialist will provide comprehensive acquisition, procurement, and contract administration support for a broad range of federal procurements. This position requires substantial experience in federal contracting and acquisition management, including acquisition planning, market research, solicitation development, source selection support, contract administration, and procurement strategy development. The Procurement Specialist will independently support and lead acquisition activities for complex and high-visibility procurements while ensuring compliance with the Federal Acquisition Regulation (FAR), agency-specific regulations, and applicable procurement policies. The successful candidate will collaborate with government program offices, contracting personnel, and stakeholders to develop acquisition strategies and facilitate successful procurement outcomes. Independently perform market research and evaluate procurement options for a variety of government acquisitions. Develop and recommend acquisition strategies for federal procurement actions. Prepare acquisition documentation, including acquisition plans, source selection plans, requests for proposals (RFPs), determinations and findings, justifications, and associated procurement documents. Support and coordinate source selection activities, including proposal evaluations, contractor performance assessments, and evaluation documentation tracking. Conduct and support cost, price, and proposal analyses. Coordinate with technical, financial, legal, and regulatory stakeholders on proposal evaluations, rate agreements, Cost Accounting Standards (CAS) issues, and contractor business system approvals. Lead contract administration activities and support assessments of contractor cost, schedule, technical performance, and program budget execution. Support the planning, development, and execution of major, complex, and high-dollar-value procurements. Apply in-depth knowledge of the Federal Acquisition Regulation (FAR), agency supplements, and acquisition reform initiatives. Develop procurement approaches utilizing full and open competition, fixed-price contracts, cost-reimbursement contracts, Government-Wide Acquisition Contracts (GWACs), Blanket Purchase Agreements (BPAs), and other acquisition methods. Perform strategic acquisition planning for complex and first-time procurements. Assist in structuring solicitations for technology, research and development, and other specialized procurements. Develop contract line item structures (CLINs), evaluation criteria, source selection methodologies, specifications, statements of work (SOWs), performance work statements (PWSs), and project-specific contract clauses. Prepare procurement planning documents, business case analyses, and justification packages for approval authorities. Support procurement reviews, audits, and internal compliance initiatives. Compile and analyze procurement data to support decision-making and acquisition planning. Prepare reports, white papers, presentations, point papers, and briefing materials for management and government stakeholders. Participate in meetings, acquisition reviews, and program management discussions. Serve as a liaison between contractors, government personnel, contracting officers, and program offices. Conduct procurements in accordance with customer requirements, company policies, and applicable federal, state, and local regulations. Negotiate, source, award, and administer procurement contracts and purchase orders. Support procurement program implementation, training initiatives, and process improvement efforts. Maintain procurement databases, procurement documentation, and training materials. Prepare contractor consent packages and function as a procurement liaison with Contracting Officers. Process and administer purchase orders, modifications, change orders, memoranda, reports, and related procurement documentation. Maintain procurement files in compliance with FAR requirements and company policies. Identify opportunities for cost savings, process improvements, and procurement best practices. Research and implement innovative procurement strategies and acquisition methods. Perform additional procurement and acquisition duties as assigned. Minimum Qualifications Bachelor's degree in Business Administration, Acquisition Management, Public Administration, Supply Chain Management, Finance, Accounting, or a related field; or equivalent combination of education and experience. Six (6) to eight (8) years of progressively responsible procurement, acquisition, contracting, or purchasing experience. Demonstrated experience supporting federal government acquisitions and procurements. Strong knowledge of the Federal Acquisition Regulation (FAR) and federal procurement processes. Experience developing acquisition documentation and supporting source selection activities. Experience supporting contract administration and procurement lifecycle management. Strong analytical, organizational, and problem-solving skills. Excellent written, verbal, and interpersonal communication skills. Required Skills Expertise in federal procurement and acquisition regulations, policies, and procedures. Strong acquisition planning and procurement strategy development capabilities. Ability to develop complex procurement documentation and solicitations. Experience supporting source selection evaluations and contractor assessments. Strong negotiation, vendor management, and contract administration skills. Ability to analyze procurement data, contractor proposals, and business cases. Strong research and analytical abilities. Working knowledge of FAR, agency-specific acquisition regulations, and procurement best practices. Experience preparing acquisition plans, solicitation documents, source selection documentation, and contract administration records. Experience with procurement planning, contract negotiations, and vendor management. Experience administering purchase orders, modifications, and contract actions. Proven ability to support complex and high-visibility procurements. Ability to work independently and provide acquisition guidance to government stakeholders.
