Chief Information Officer (CIO)
Position Summary
The Chief Information Officer (CIO) is a strategic and operational executive responsible for leading the organization’s enterprise-wide information technology strategy, cybersecurity, infrastructure, business systems, data and digital operations. The CIO ensures technology is aligned with organizational strategy and effectively supports business operations, mission delivery, growth, innovation, and long-term sustainability.
The CIO serves as a trusted advisor to the CEO and Senior Leadership Team, translating business priorities into technology strategies and solutions that improve operational efficiency, enhance the employee and customer experience, strengthen security, and enable data-driven decision-making.
The CIO will build and lead a high-performing technology team and foster a culture of accountability, continuous learning, innovation, service excellence, and technological confidence. The CIO will also identify opportunities to develop internal IT capabilities, strengthen career pathways, and upskill employees as technology continues to evolve. Aligned with Goodwill’s mission to remove barriers to employment , CIO will support skill development and upskilling in IT, expanding internal capabilities and career pathways. This role ensures technology supports both operational excel
This role will lead the integration and ongoing technology strategy for newly acquired business lines, including TCI, ensuring systems, infrastructure, cybersecurity, and technology practices are effectively integrated while maintaining operational continuity. In addition , this role is responsible for the oversight and leadership of our Facilities & Operations Management.
Minimum Qualifications
Education
Bachelor’s degree in Information Technology, Computer Science, Information Systems, Business, or a related field required; Master’s degree preferred.
Equivalent combination of education and relevant experience may be considered in lieu of a degree.
Experience
Minimum of 10 years of progressive experience in information technology, with significant experience in IT leadership.
Demonstrated experience developing and executing enterprise-wide technology strategies.
Proven experience leading and developing teams in a multi-site, multi-functional organization.
Demonstrated experience with cybersecurity, IT governance, risk management, data protection, and regulatory compliance.
Experience leading technology implementations, digital transformation, systems integration, and organizational change.
Experience managing IT budgets, capital investments, vendor relationships, contracts, and managed service providers.
Experience supporting mergers, acquisitions, or integration of new business operations preferred.
Strong understanding of enterprise infrastructure, cloud technologies, networks, business applications, cybersecurity, data management, and disaster recovery.
Excellent interpersonal, communication, project management, and problem-solving skills, with the ability to effectively communicate complex technology issues to technical and non-technical audiences.
Licensure, Certification, and/or Registration
Relevant IT certifications are preferred.
Cybersecurity, information security, project management, or cloud certifications are a plus.

Strategic IT Leadership
Develop, implement, and continuously evaluate a comprehensive enterprise IT strategy aligned with the organization’s strategic plan, mission, growth objectives, and operational priorities.
Serve as the organization’s senior technology advisor to the CEO, Senior Leadership Team, and Board as appropriate.
Translate organizational priorities and business needs into scalable, secure, and cost-effective technology solutions.
Establish technology priorities, roadmaps, investment strategies, and performance measures.
Identify emerging technologies and assess their potential to improve operations, enhance the customer and employee experience, increase productivity, and support mission delivery.
Lead digital transformation initiatives and promote the effective use of technology throughout the organization.
Establish and maintain appropriate IT governance, policies, standards, and decision-making processes.
Enterprise Technology & IT Operations
Provide executive oversight of enterprise technology operations, including infrastructure, networks, cloud environments, business applications, hardware, telecommunications, end-user computing, and technical support.
Ensure reliable, secure, scalable, and cost-effective technology services across all locations and business units.
Establish service-level expectations and performance measures for IT operations and support.
Oversee technology lifecycle management, including hardware, software, systems upgrades, licensing, and replacement planning.
Ensure appropriate disaster recovery, business continuity, backup, and system recovery capabilities are maintained and regularly tested.
Continuously evaluate IT processes and identify opportunities to automate, streamline, and improve operational efficiency.
Cybersecurity, Privacy & Compliance
Establish and oversee an enterprise cybersecurity strategy designed to protect organizational data, systems, networks, employees, customers, and other stakeholders.
Develop and maintain appropriate security policies, procedures, controls, and incident response protocols.
Conduct regular cybersecurity and technology risk assessments and establish mitigation strategies.
Ensure appropriate compliance with applicable regulatory, contractual, privacy, and industry requirements, including HIPAA, PCI, SOC, and other standards as applicable.
Oversee cybersecurity awareness and training programs for employees.
Monitor emerging cybersecurity threats and ensure the organization maintains appropriate defenses and response capabilities.
Lead the organization’s response to significant cybersecurity incidents and technology-related risks.
Business Systems, Data & Digital Transformation
Provide strategic oversight of enterprise business applications and systems that support HR, finance, retail, donation operations, mission programs, facilities, aftermarket, and other organizational functions.
Ensure technology systems effectively communicate and integrate across departments and business units.
Establish a data and technology strategy that supports accurate reporting, analytics, and data-driven decision-making.
Partner with business leaders to identify opportunities to leverage technology, automation, artificial intelligence, analytics, and digital tools to improve organizational performance.
Establish appropriate standards for data integrity, accessibility, security, retention, and governance.
Lead evaluation and implementation of new technology platforms and enterprise systems.
TCI Business Line & Acquisition Integration
Provide executive oversight of technology integration for TCI and future acquisitions or business expansions.
Develop and execute technology integration plans that address infrastructure, systems, cybersecurity, connectivity, data, applications, and user support.
Ensure technology integration minimizes disruption to business operations while establishing alignment with enterprise IT standards.
Serve as the primary technology liaison for TCI leadership and other newly acquired or affiliated business operations.
Evaluate unique technology requirements and determine appropriate solutions in partnership with operational leadership.
Establish post-integration technology plans to ensure long-term sustainability, security, and scalability.
Technology Risk Management & Business Continuity
Partner with Risk Management and organizational leadership to identify, assess, and mitigate technology-related risks.
Maintain comprehensive disaster recovery and business continuity plans for critical technology systems.
Conduct periodic testing of recovery procedures and address identified gaps.
Establish appropriate controls to protect organizational information and technology assets.
Monitor technology-related insurance, contractual, and risk requirements as applicable.
IT Team Leadership & Organizational Development
Build, lead, and develop a high-performing IT team capable of supporting the organization’s current and future technology needs.
Establish clear roles, responsibilities, performance expectations, and accountability within the IT department.
Develop internal IT talent through coaching, mentoring, training, and professional development.
Create opportunities for employees to develop new technology skills and pursue career advancement.
Foster a culture of continuous learning, innovation, collaboration, accountability, and service excellence.
Establish workforce development and succession plans for critical technology roles.
Promote technological confidence throughout the organization by helping employees effectively understand and use technology.
Facilities & Operations Management
Direct facilities operations, including maintenance, capital improvements, and landscaping services
Ensure facilities are safe, compliant, and aligned with operational requirements
Develop and manage budgets related to facilities and real estate
Implement systems and processes to improve efficiency and service delivery
Oversee vendor relationships and service contracts
Develop and manage the organization’s IT operating and capital budgets.
Evaluate technology investments based on business value, risk, scalability, and return on investment.
Negotiate and manage technology vendor contracts, licensing agreements, service agreements, and managed service provider relationships.
Establish appropriate vendor performance expectations and regularly evaluate service delivery.
Ensure technology purchases and contracts are aligned with organizational standards and strategic priorities.
Identify opportunities to reduce costs while maintaining or improving service, security, and performance.
Executive & Cross-Functional Partnership
Partner closely with Finance, Human Resources, Operations, Mission, Facilities, Retail, Risk Management, and other departments to understand business needs and develop technology solutions.
Establish strong relationships with organizational leaders and serve as a collaborative business partner rather than solely a technology resource.
Communicate technology priorities, risks, investments, and opportunities in clear business terms.
Support organizational change management associated with new technology implementations and process improvements.
Promote consistent technology practices and standards across the organization while recognizing unique operational needs.
Monitor emerging technology trends and evaluate their potential application within the organization.
Identify opportunities to leverage automation, artificial intelligence, analytics, cloud technologies, and other emerging solutions.
Establish a culture of continuous improvement within IT and across the organization.
Encourage responsible adoption of technology that improves productivity, service delivery, employee experience, and mission impact.
Ensure innovation is balanced with cybersecurity, privacy, financial stewardship, and operational risk.
