DHS Fiscal Director

OVERALL OBJECTIVE OF JOB:

The DHS Fiscal Director serves as the senior fiscal executive for the Department of Human Services (DHS), responsible for the comprehensive oversight, administration, and strategic management of all financial operations, funding streams, and fiscal systems across the integrated DHS enterprise.

This position provides centralized leadership over the full DHS budget, including State, Federal, and County funding sources, ensuring fiscal integrity, regulatory compliance, audit readiness, and alignment of financial resources with departmental and County priorities. The DHS Fiscal Director oversees Fiscal Officer 3 (FO3) staff and is responsible for implementing standardized fiscal policies, maintaining system-wide financial controls, and managing the AccuFund financial system.

JOB SUMMARY:

The DHS Fiscal Director is responsible for the planning, coordination, execution, and oversight of all fiscal functions across DHS, which includes multiple integrated divisions such as Behavioral Health and Developmental Services, Children’s Bureau, Area Agency on Aging, Veterans Affairs, and the Department of Community Relations and Prevention.

This position holds primary responsibility for the development, monitoring, and management of the DHS budget, including both County appropriations and State/Federal funding streams, ensuring all financial activities are conducted in compliance with applicable laws, regulations, and County policies.

The DHS Fiscal Director leads fiscal operations by supervising FO3 staff, standardizing fiscal processes, managing complex funding structures, ensuring compliance across all programs, and providing high-level financial analysis and strategic recommendations to DHS leadership.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Enterprise Fiscal Oversight & Budget Management

  • Provide full oversight of the DHS operating budget , including all County, State, and Federal funding sources .
  • Lead the development, administration, and continuous monitoring of the DHS budget, ensuring alignment with strategic priorities and available resources.
  • Monitor expenditures, revenue streams, and budget performance across all DHS divisions.
  • Conduct financial forecasting, variance analysis, and trend analysis to support informed decision-making.
  • Ensure appropriate allocation and utilization of County funds in coordination with the County Controller and Budget Office.
  • Direct oversight of complex funding streams, including:
  • Opioid Settlement Funds
  • Retained Earnings and Reinvestment Funds
  • County General Fund allocations
  • State and Federal program funding
  • Private and foundation grants
  • Ensure all funding is tracked, reconciled, and expended in accordance with funding requirements and restrictions.
  • Coordinate fiscal activities across funding sources to maximize efficiency and sustainability.
  • Identify and support opportunities to leverage funding for program expansion and innovation.

3. Compliance, Audit Oversight & Internal Controls

  • Establish and maintain comprehensive internal control systems to ensure fiscal accountability and reduce risk.
  • Ensure full compliance with all federal, state, and County fiscal regulations, policies, and reporting requirements.
  • Lead preparation for audits, including Single Audits and program-specific reviews.
  • Serve as the primary fiscal liaison during audits, monitoring responses and corrective actions.
  • Conduct internal fiscal monitoring and compliance reviews across all DHS divisions.

4. Fiscal Policy Implementation & System Standardization

  • Lead the implementation, enforcement, and continuous improvement of DHS fiscal policies, procedures, and standard operating procedures.
  • Ensure consistent fiscal practices and documentation standards across all divisions.
  • Develop standardized workflows and reporting structures to support efficiency and compliance.
  • Identify operational inefficiencies and implement process improvements across the fiscal division.

5. Supervision & Leadership of Fiscal Staff

  • Provide direct supervision to Fiscal Officer 3 (FO3) staff across all DHS divisions.
  • Establish performance standards, monitor outcomes, and ensure accountability.
  • Provide leadership, coaching, and professional development to fiscal staff.
  • Coordinate workload distribution and ensure alignment of fiscal operations across the department.

6. AccuFund System Administration & Financial Systems Oversight

  • Oversee the administration, integrity, and strategic utilization of the AccuFund financial management system.
  • Ensure consistent and accurate system use across all DHS divisions.
  • Develop and maintain financial reporting structures within AccuFund.
  • Collaborate with IT and fiscal staff to improve system functionality and reporting capabilities.
  • Provide system training and technical guidance to staff.

7. Strategic Financial Planning & Analysis

  • Provide high-level financial analysis to DHS leadership to support policy, programmatic, and budget decisions.
  • Develop long-term financial strategies to ensure sustainability of DHS programs.
  • Identify fiscal risks and develop mitigation strategies.
  • Support strategic initiatives through financial modeling and resource planning.
  • Serve as the primary fiscal liaison between DHS and the County Controller’s Office, Budget Office, Human Resources, and external funding entities.
  • Coordinate financial reporting and communication with state and federal agencies.
  • Prepare and present fiscal reports, projections, and analyses to DHS leadership and the Salary Board as needed.

9. Grant & Contract Fiscal Oversight

  • Oversee fiscal management of all DHS grants and contracts.
  • Ensure compliance with grant conditions, reporting requirements, and allowable expenditures.
  • Monitor contract performance from a fiscal perspective and ensure alignment with budgets.
  • Support grant development through budget preparation and fiscal planning.

10. Special Projects & System Integration

  • Lead fiscal components of DHS integration efforts and system modernization initiatives.
  • Support cross-functional initiatives that improve service delivery and operational efficiency.
  • Perform additional duties as assigned by the DHS Director.
QUALIFICATIONS:

Education and Training

  • Required: Bachelor’s degree in Accounting, Finance, Public Administration, or related field.
  • Preferred: Master’s degree (MBA, MPA, or related field).

Experience

  • Required: Minimum of 7 years of progressively responsible experience in fiscal management, budgeting, or financial administration.
  • Preferred: Experience managing complex government funding streams, including state and federal grants.

Knowledge, Skills, and Abilities

  • Advanced knowledge of governmental accounting and budgeting practices
  • Strong understanding of state, federal, and County funding structures
  • Experience with financial systems (AccuFund preferred)
  • Ability to manage large, complex budgets across multiple divisions
