US Product Licensing Manager

Job Description Summary Nuclear Licensing is a cross‑functional discipline centered on an approach, mindset, and process. All activities consider both the business and the technical needs of customers with the goal of providing a quality product that meets users’ needs. The discipline executes a robust process of design, creation, and optimization of licensing deliverables, including identification and quantification of regulatory and engineering requirements, creation of alternate licensing concepts, performance of regulatory analyses and evaluations, selection and implementation of the best licensing plans and deliverables, and verification that the licensing basis is properly verified, integrated and executed. The process proceeds from concept to production to operation, impacting the team’s ability to achieve service, quality and timeliness of objectives. The role has moderate autonomy, requires high operational judgment and is subject to operating policy objectives. Roles and Responsibilities Experience in USNRC Regulations 10 CFR Parts 50, 52, and 21. Experience leading the development of a design certification application, construction permit application, or combined operating license application. Successful experience leading effective oral and written communications with the USNRC, ACS and senior NRC staff members. Effective leadership, ability to handle and execute administrative tasks, lead and support schedule planning, and manage with urgency while maintaining high quality expectations. Consistent demonstration of a high safety culture in all work activities. Review and understanding of applicable regulatory and industry standards required by law, and communication of these standards to the design community. Participation with independent third parties to perform product compliance and certification work (testing, design review, etc.) and communication of results/actions to the engineering and supply chain team. Interaction with outside engineering firms or governmental agencies to provide or record product compliance to required regional or national standards to obtain product certification or qualification. Management of a small to medium team of senior professionals and others. Specialized knowledge within the function. Influence strategy development for the area of responsibility, including resource control and policy formulation. Interpretation of simple internal and external business challenges and recommendation of best practices to improve products, processes, or services. Staying informed of industry trends that may inform work. Use of high level of judgment to make decisions and handle complex tasks or problems in operational, product management, manufacturing, technology, or engineering areas. Assessment of quality of information given and asking pertinent questions to stakeholders. Provision of new solutions to problems outside set parameters and construction of recommendations. Use of multiple internal and external sources to arrive at decisions. Leadership of functional teams or projects with minimal resource requirements, risk, and/or complexity. Communication of difficult concepts and influence on others’ options on particular topics. Guidance to others to consider a different point of view. Exhibition of behaviors in line with a strong Nuclear Safety Culture (i.e., respectful work environment for raising concerns). Coordination of efforts and interfaces of the Regulatory Affairs organization with other GVH teams. Support of industry organizations such as NEI, INPO, IAEA, and WNA. Acquisition of working knowledge of nuclear licensing basis documents and regulatory correspondence records for active BWRX‑300 projects. Acquisition of working knowledge of the BWRX‑300 design and licensing risks. Required Qualifications Bachelor’s degree in a STEM discipline. Minimum of 8+ years of experience in nuclear regulated design, operations, or licensing. At least 3 years of experience in a leadership/management role. Eligibility Requirements Ability and willingness to obtain and maintain a site security clearance, including NRC required background check. Willingness and ability to travel occasionally (10%). Desired Characteristics Ability to assess potential impacts of regulatory landscape on business and customers. Strong business and financial acumen. Strong interpersonal and leadership skills, including facilitation. Ability to work effectively with senior executives. Strong oral and written communication skills. Clear, credible communicator on technical issues. Strong program and project management skills. Proficiency with PC. Additional Information To comply with U.S. immigration and other legal requirements, the minimum number of years’ experience required for any role based within the USA is specified. This role requires access to U.S. export‑controlled information. Final offers will be contingent on the ability to obtain authorization for access to U.S. export‑controlled information from the U.S. Government. Benefits Relocation assistance: Provided. Pay range: $127,900.00 to $245,100.00 (pay may vary based on experience, education, and skill set). Geographic differential: 110%, 120%, or 130% of salary in certain areas.
