We are currently searching for a Director of Quality Assurance / Quality Control (QA/QC). Reporting to the President of Construction and collaborating with the Chief Operations Officer (COO), this position will develop, train, deploy, and enforce a companywide QA/QC program modelled after the US Army Corps of Engineers (USACE) QA/QC program. This program is an essential component and integral to the continued success and growth of the company to complete safe and high-quality projects on time and on budget.

Responsibilities:

• Develop and maintain a written QA/QC program that includes requirements for training, documenting, policing, enforcement, etc.
  • Understanding systematic and routine updates and training will be key to the long-term success of this program.
• Develop and maintain field inspection forms and check list (documentation) that tie to the initial phase and follow-up phase of the QA/QC program.
• Ensure and track training of project personnel to ensure a no excuse policy is in place for our teams in following the QA/QC program.
• Assist project teams with developing project specific QA/QC programs based on the USACE QA/QC framework program and fulfilling the requirements with all subcontractors and trades doing work on the project.
• Review and audit the project QA/QC documentation to ensure compliance (and effectiveness).
  • Work with team to manage deficiencies and corrections.
  • Work with the Sr PM/PM on compliance issues that require contractual enforcement.
• Perform project QA/QC audits/inspections to ensure strict adherence to the QA/QC program and confirm construction contract documents are being followed.
• Ensure & participate / audit team Preparatory, Initial, and Follow-Up QC meetings with subcontractors and field personnel to ensure readiness, approved materials, and clear quality expectations.
  • Collaborate with the project team to proactively resolve design conflicts and material compliance issues, ensuring quality and constructability align with project goals and schedules.
• Promote a culture of quality by integrating Lean construction methods, enforcing QA/QC and safety alignment, and driving continuous improvement in field and office operations.
• Develop & maintain a storehouse of training materials & videos and make accessible to the teams for future reference
  • Capture recurring field defects or rework issues, translate them into actionable "lessons learned," and train project teams on best practices and ways to avoid issues around identified issues.
  • Make sure training is recorded whether in person or video and stored so it is accessible for project team members in the future.
• Act as the technical subject matter expert for QA/QC content for written proposals as well as during project bids and proposal presentations that require or warrant QA/QC content.
• Interview / hire / develop division & project specific QA/QC personnel to ensure all projects and teams are managing QA/QC properly.
• Provide operation team member reviews for the QA/QC part of their routine feedback reports. These reports tie to employee performance metrics.
• Visit job sites occasionally to perform inspections and audit project teams’ adherence to the QA/QC program.
• Organize and lead a QA/QC committee to address feedback and suggest solutions to issues related to QA/QC and the Program.
• Lead the continuous improvement effort for all things relate to the QA/QC program.

Qualifications

• Bachelor's degree in Construction Management, Civil Engineering, Architecture, or related field.
• 10+ years of progressive construction experience, with at least 5 years in a dedicated QA/QC leadership role with a General Contractor.
• The ideal candidate will have a proven track record in federal construction projects and a strong understanding of USACE’s Three-Phase QC System.
• Our primary required credential is an up-to-date USACE QA/QC certification (CQM-C)s. Other credentials are considered a plus and include Certified Construction Manager (CCM), or Professional Engineer (PE) license.
  • A minimum of 5 years working directly with the CQM-C is preferred
  • Ability to translate the program across our company portfolio of building types is a must.
  • Strong knowledge of EM 385-1-1, Unified Facilities Guide Specifications (UFGS), and the Three-Phase QC System, with proven ability to implement them in the field.
• Deep understanding of construction materials, methods, testing procedures, documentation, safety, and building codes.
• Strong leadership, conflict resolution, and communication abilities.
  • Ability to communicate effectively & professionally with sub-contractors, consultants, field staff, project teams, executives, and external vendors.
• Ability to work independently, prioritize competing demands and follow through on commitments.
• Proficiency with Procore, Bluebeam, Microsoft Office, including Excel, Word, PowerPoint, Outlook and Teams.
• Ability to create clear reports, dashboards, tracking tools, and training communications.
• Professional judgment and ability to handle confidential employee and business information.
