POSTING IS OPEN UNTIL FILLED

Under general direction, assists in planning and directing the work of the Fire Department in the protection of public safety, health and welfare; develop and administer Emergency Medical Services program; serve in an administrative capacity as identified by the Fire Chief. SUPERVISION EXERCISED ESSENTIAL FUNCTIONS, DUTIES, AND TASKS: Coordinates activities between basic and advanced life support units and emergency department personnel. Assesses EMS training needs and requirements for development, delivery, and/or coordination of delivery through standard instructional techniques. Collaborates with agencies within the EMS system to develop and implement quality improvement activities. Assist in developing trauma center designation criteria, including prehospital trauma policies and procedures; develop and implement a data collection system for analyzing and assessing the effectiveness of trauma care. Audit EMS reports and investigate discrepancies to identify deficiencies and recommend alternative solutions; develop quality assurance criteria to monitor EMS activities. Participate in establishing and updating standards of patient care, patient care documentation, and City EMS policies and procedures. Implement, conduct, and develop training programs and curriculum for the City Fire Department for emergency medical programs. Assist in the development and implementation of triage and transfer protocols; develop and implement investigation policies and procedures applicable to preparing responses to complaints regarding patient transfers. Research and write reports, analyze data, and correspond with regulatory, governmental, and business entities as required. Assists in developing goals for delivering pre-hospital care. May be recalled to duty in cases of emergency. Perform related duties and responsibilities as required. KNOWLEDGE, ABILITIES AND SKILLS Knowledge of: Federal, State, and local laws regarding Emergency Medical Services procedures. City’s geography and pre-hospital healthcare provider systems and those of the surrounding area. Public safety agencies as related to fire and emergency medical services functions. Basic IC knowledge. Ability and Skill to: Read and understand technical material, rules and regulations related to Emergency Medical Services and emergency medical incidents. Analyze emergency situations and address with an effective course of action. Prepare and monitor budget. Train, supervise and discipline subordinate personnel. Tactfully interact with members of the public. Safely operate and use Fire District vehicles and equipment. Communicate clearly both orally and in writing. KNOWLEDGE, SKILLS, AND ABILITIES (At time of application) Knowledge of: City and State policies, rules, and regulations pertaining to building, zoning, and public nuisance Techniques and methodologies for dealing with irate people Standard office procedures, methods, computers, and radio equipment Proper procedures for the maintenance of activity logs and reports Local, state, and federal laws, codes, and ordinances pertaining to fire safety, prevention, and enforcement, including California Health and Safety Codes, CCR Titles 19 and 24, California Building Code, California Fire Code, and NFPA Standards and Codes and fire inspections and educational methods used in fire prevention; public relations techniques; and appropriate safety precautions and procedures Skills and Abilities to: Compile and maintain case files and logs Interpret and enforce city and state codes and ordinances Operate a motor vehicle safely Observe and retain details and incidents accurately Follow oral and written directions Maintain an appropriate professional demeanor when dealing with irate members of the public Use photographic equipment Plan and organize work to meet schedules and timelines Perform inspections and detect violations of applicable codes and regulations Read and interpret codes, regulations, technical reports, building plans, parcels, and maps Establish and maintain credibility and effective working relationships with city employees and the public Use good judgment within the scope of the assigned authority Communicate clearly and concisely, both orally and in writing Operate modern office equipment including a computer and assigned software Understand and respond to requests from the public and staff for assistance in person and by phone Prepare reports, perform mathematical calculations, and sort or file documents Perform the duties of an emergency worker in the event of a natural or other disaster Relate well, communicate, and work effectively with diverse groups of stakeholders who represent a range of ethnic, cultural, and socio-economic backgrounds (At time of application and in addition to the Knowledge, Skills, and Abilities listed above) Any combination of education and experience that would provide the required knowledge, abilities and skills is qualifying. A typical way to obtain the qualifications would be: High school diploma or GED Must be at least 18 years of age Three (3) years performing the duties of an Emergency Medical Services Specialist OR three (3) years as a practicing Emergency Medical Technician, Paramedic, or Emergency Medical Technician Instructor, or Registered Nurse LICENSE OR CERTIFICATE Possession of and ability to maintain a valid state-issued driver’s license Current State of California Emergency Medical Technician or Paramedic or Registered Nurse (MICN desirable) certification with eligibility to work within the Inland Counties Emergency Medical Agency policies or ability to achieve accreditation within 45 days of appointment is required. Current CPR certificate ACLS/CPR Instructor (Desirable) Previous EMS Instructor Experience (Desirable) (Must be performed with or without reasonable accommodations) Essential job functions and A.D.A. requirements include: Ability to operate computer, calculator, telephone, portable radio, copying machine and equipment used in fire department and emergency medical services. Ability to understand and respond to the public and staff’s requests for assistance both on the phone and in person. Ability to prepare reports, perform mathematical calculations and sort/file documents. Ability to sit, stand, walk for two hours at a time and engage in fire suppression activities. Ability to work outdoors in all weather conditions including hot with extreme sun exposure, cold and wet. Ability to lift, drag or pull up to 150 pounds. Ability to climb, stoop, bend, reach, twist, squat, grasp, run, jump, kneel and lift, drag and pull heavy objects. Ability to get from one location to another in the course of doing business.
