ICD Analyst - Federal Business Analytics Lead

Salary: $142,000 - 194,000 per year Requirements:

• Bachelors degree in Computer Science, Information Systems, Business, Engineering, or a related field, or equivalent professional experience.
• Experience in systems integration, business analysis, technical analysis, or interface documentation.
• Experience developing, maintaining, or reviewing Interface Control Documents (ICDs) or similar technical integration documentation.
• Strong understanding of application-to-application data flows, system dependencies, data mapping, integration architecture concepts, and requirements analysis.
• Ability to translate business processes and technical requirements into structured documentation, with strong analytical, problem-solving, and organizational skills and attention to detail.
• Excellent written and verbal communication skills, including the ability to facilitate or support technical design discussions with multiple stakeholders.
• Experience managing action items, dependencies, timelines, and deliverables across cross-functional teams; able to work independently and collaboratively.
• Proficiency with Microsoft Office tools, particularly Word, Excel, PowerPoint, and Teams.
• Preferred: Experience in large-scale enterprise integration or modernization programs, including work with Oracle integration teams or Oracle-based environments.
• Preferred: Experience supporting VA or other federal government technology programs, and familiarity with federal IT documentation, governance, cybersecurity, and technical review processes.
• Preferred: Experience with Agile/Scrum methodologies, Sprint 0 activities, and Integrated Master Schedules (IMS).
• Preferred: Familiarity with interface architecture, integration patterns, APIs, data mapping, and enterprise architecture concepts.
• Preferred: Experience supporting technical design reviews, production deployments, post-production documentation updates, and cybersecurity documentation associated with Authority to Contact (ATC) processes.

• Collaborate with the Enterprise Architecture team and follow integration pattern guidance to maintain consistency and quality in ICD documentation.
• Work with Solution Consultants, Interface Architects, and VA technical contacts to identify data discrepancies and develop data-element mappings.
• Coordinate the minimum design information needed for the initial MVP ICD Version 0.1 during Sprint 0.
• Partner with cybersecurity teams to gather information for the Authority to Contact (ATC) package and related ICD documentation.
• Work with the Project Manager, Integration Architect, and Scrum Master to develop and maintain Integrated Master Schedule (IMS) tasks, timelines, and dependencies.
• Coordinate technical and design sessions involving Oracle teams, providers, and VA stakeholders; record decisions, requirements, meeting notes, and action items, and follow through to closure.
• Create initial ICDs using design-session findings, legacy ICDs, technical documentation, and provider materials.
• Review and update ICDs in response to feedback from architects, solution teams, VA stakeholders, cybersecurity teams, providers, and technical editors.
• Prepare final ICDs for technical editing, Individual Interface Technical Design Review (IITDR), and White Glove submission.
• Maintain ICDs throughout testing, incorporating post-submission feedback and approved changes.
• Participate in daily standups and report on assigned work, risks, dependencies, and action items to the Project Manager and project team.
• Perform functional allocation to identify required tasks, dependencies, and relationships among integration activities.
• Update final documentation for formal delivery, including changes after production deployment and decisions on rejection, acceptance, or acceptance with comments.
• Provide monthly progress reports on assigned interfaces to the designated Oracle Technical Contact.
