JOB SUMMARY

The Muckleshoot Elders In-Home Support Services (MEIHSS) Director provides strategic, operational, and clinical oversight of the Muckleshoot Elder In-Home Support Services (MEIHSS) program. This role is accountable for program performance, quality of care, regulatory compliance, workforce development, and financial stewardship. The Director establishes program vision, sets priorities, and ensures alignment with Tribal values, community needs, and Health & Wellness system goals. This position provides executive-level leadership to program management staff and ensures a coordinated, culturally grounded continuum of care for Elders. The Director oversees the MEIHSS leadership structure, including the Administrator and Nursing Services Manager, and ensures clear accountability, effective communication, and consistent service delivery across all program areas.

MAJOR TASKS AND RESPONSIBILITIES

The Director ensures quality and safe delivery of home health care services; coordinates services that reflect the Tribe's philosophy and standards of care; and plans, develops, implements and evaluates the Tribe’s services, programs and activities.

Assumes overall responsibility for Program Operations and ensuring Quality Patient Care. Maintains accountability for day-to-day program operations through oversight of the MEIHSS Administrator and Nursing Services Manager.

Ensures consistent, coordinated service delivery across all program areas, including in-home care, nursing services, and support services.

May be a called on as subject matter expert in Elder Care Services to provide consultative advice and insight on Tribal Program Development requests or projects, including unique patient situations and/or client issues

Collaborates with Adult Protective Services incident/occurrence reporting process, including State reporting requirements to ensure safety, quality, compliance and culturally relevant conflict resolution for elders and families.

Establishes and maintains effective working relationships with staff, departments, community and representatives of federal, state, local, and other agencies to address relevant issues.

Directly supervises assigned staff and evaluates staff in assigned areas.

Provide guidance and direction to staff regarding techniques and tools to collect and utilize data for evaluation and assessment of program effectiveness.

Skilled in effective team-building, motivation, mediation, negotiation, and conflict resolution.

Provides executive oversight of clinical services and ensures adherence to established standards of care.

Monitors program performance through defined metrics, using data to drive decision-making and continuous improvement.

Administers and manages the budgets and compliance guidelines for funds, including grants and contracts.

Maintains compliance with state, federal and tribal entities through timely submission of grant and contract reports and other necessary correspondence.

Aligns staffing models and service delivery with financial resources and program sustainability goals

Establishes and maintains effective working relations with the clients, families, community, Tribal departments, and outside resources with tact and impartiality.

Responsible for organizing information (maintaining files, notes, and records) and be able to organize and plan multiple tasks and projects.

Assures appropriate staff supervision during all operating hours and delegates authority to a similarly qualified alternate when the Director is unavailable.

Because of the Tribe's commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.

EDUCATION - EXPERIENCE AND TRAINING FOR POSITION

Must be a licensed physician, registered nurse, OR

Has training and experience in health services administration and at least two (2) years of supervisory or administrative experience in home health care or related health program.

Master’s degree in relevant field.

Three (3) years’ experience providing complex administrative support that includes at least one (1) year experience in social work and/or health care environment.

Must obtain First Aid, CPR, Blood Borne Pathogens, Oxygen certifications within 6 months of hire

Food Handler’s permit within 30 days of hire.

Must maintain valid Washington State Driver’s License, own transportation and valid insurance coverage.

Experience working with Elders and within a native community.

Demonstrated ability in or application of organizational/communication skills.

Ability to deal effectively with high levels of stress.

Ability to enlist the cooperation of many people in furthering a program.

PHYSICAL REQUIREMENTS

The MEIHSS Director is occasionally required to stand, walk, climb, bend at the waist, kneel, grasp objects with the fingers, and reach with hands and arms. The employee must occasionally push/pull up to 10 pounds. The employee is occasionally required to drive a motor vehicle. Specific vision abilities required by this job include close vision and the ability to adjust focus in order to see details of objects that are less than a few feet away and see differences between colors, shades, and brightness. Good hearing in order to hear sounds and recognize the difference between them and focus on one source of sound and ignore others. The noise level in the work environment is usually moderately quiet.

The Tribe’s name is derived from the native name for the prairie on which the Muckleshoot Reservation was established. Following the Reservation’s establishment in 1857, the Tribe and its members came to be known as Muckleshoot, rather than by the historic tribal names of their Duwamish and Upper Puyallup ancestors. Today, the United States recognizes the Muckleshoot Tribe as a tribal successor to the Duwamish and Upper Puyallup bands from which the Tribe’s membership descends.
