Principal Contracts Analyst, Waterfront Resilience Program (WRP) - Port of San Francisco (1824) Full-time Job Code and Title: 1824-Principal Administrative Analyst Fill Type: Permanent Exempt Compensation: USD 70 - USD 85 - hourly Appointment Type: This is a Permanent Exempt (PEX), Full-Time position with an anticipated duration of up to three (3) years. This position is excluded by the Charter from the competitive civil service examination process and incumbents are considered “at will” and shall serve at the discretion of the Appointing Officer. Specific information regarding this recruitment process is listed below: The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City. The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. With some of the most flexible cargo handling facilities on the West Coast, as well as naturally deep water, the Port can handle various types of cargo such as, dry-bulk, neo-bulk, roll-on/roll-off, and project cargoes. The Port of San Francisco has many internationally recognized landmarks such as Fisherman’s Wharf, Pier 39, the Exploratorium, the Ferry Building and Oracle Park, home of the San Francisco Giants baseball team. With its unique and historic properties, the Port is home to a variety of tenants and uses. The Port Commission over the last five decades has led a remarkable transformation of the Port; maintaining its industrial maritime heritage while developing new uses, including commercial and public activities that have helped San Francisco remain one of the most visited and popular cities on the globe. The Port’s Waterfront Resilience Program The Port’s Waterfront Resilience Program (WRP) was created to ensure the waterfront, and its important regional and citywide assets, are resilient in the face of earthquakes, flooding, sea level rise due to climate change, shoreline erosion, and extreme storms. The waterfront has a history rich with innovative adaptation, and resilience is forged in the Port’s identity. We have a once in a generation opportunity to not only defend our waterfront from future flood and earthquake risks, but also to improve and rejuvenate the waterfront, improve the City’s connection to the Bay, and bring benefits such as more open space, enhanced mobility, safety and jobs. Over the next 3 years, Program work is expected to include completing the United States Army Corps of Engineers General Investigation Feasibility Study (San Francisco Flood Study), advancing design and engineering of the USACE recommended plan in collaboration with City partners, and implementing multiple transformational resilience projects including those funded by the 2018 Seawall General Obligation Bond. The Program is led by a dedicated team that shares a passion for leading the Port and City to a more resilient future. The Port of San Francisco is seeking a highly skilled PrincipalContracts Analyst-1824 to support the Waterfront Resilience Program (WRP), a multi-decade initiative designed to protect San Francisco's 7.5-mile waterfront from climate change, sea level rise, flooding, and seismic risks. This position will play a critical role in ensuring effective contract administration, financial oversight, grant compliance, and data-driven decision-making across multiple resilience and capital improvement projects. The essential functions of this position include: Contract Administration and Compliance Supports the end-to-end administration of complex professional services, construction, and consultant contracts associated with resilience and capital improvement projects. Coordinates procurement planning activities, including solicitation development, proposal evaluation, contract negotiations, contract execution, and ongoing contract administration. Monitors contract performance to ensure compliance with contractual obligations, project schedules, funding requirements, and City policies. Develops and maintains contract tracking systems and performance metrics to monitor expenditures, deliverables, contract status, amendments, and Local Business Enterprise (LBE) participation. Conducts contract-related analyses and prepare reports regarding contract utilization, performance outcomes, and compliance. Collaborates with project managers, legal counsel, procurement staff, consultants, and external stakeholders to resolve contract issues and implement corrective actions when necessary. Financial Planning, Budget Analysis, and Reporting Develops, administers, monitors, and analyzes complex multi-year project budgets, including capital project budgets and state and federal grant-funded initiatives. Conducts detailed financial analyses, including expenditure forecasting, budget variance analysis, cost-benefit analysis, trend analysis, and funding gap assessments. Monitors project expenditures and recommend budget adjustments to support project objectives and funding requirements. Prepares financial reports, dashboards, projections, and presentations for senior leadership, oversight bodies, funding agencies, and other stakeholders. Assists with capital planning activities and support financial reporting requirements related to major infrastructure and resilience projects. Data Analytics and Performance Management Designs and leads analytical initiatives to evaluate project performance, contract utilization, financial trends, and operational effectiveness. Develops and maintains dashboards, data visualizations, and reporting tools using platforms such as Power BI, Tableau, Excel, and other business intelligence applications. Analyzes complex datasets from multiple sources and translate findings into actionable recommendations for program leadership. Develops key performance indicators (KPIs), performance measures, and reporting frameworks to support project monitoring and strategic decision-making. Prepares clear and comprehensive management reports, presentations, and briefing materials for executive leadership. Grant Administration and Funding Compliance Assists in the development, submission, and administration of grant applications supporting waterfront resilience and capital projects. Monitors grant-funded expenditures and activities to ensure compliance with funding requirements, grant agreements, reporting obligations, and applicable regulations. Prepares grant compliance reports, reimbursement requests, financial documentation, and supporting materials for funding agencies. Coordinates with project managers, finance staff, and external agencies to ensure timely and accurate grant reporting and fund management. Project Support and Strategic Analysis Conducts complex administrative, organizational, fiscal, and policy analyses to support Waterfront Resilience Program projects and objectives. Research and evaluates issues affecting project delivery, funding strategies, regulatory requirements, and organizational effectiveness. Prepares reports and recommendations regarding policies, procedures, systems improvements, and project implementation strategies. Presents findings, analyses, and recommendations to executive management and stakeholder groups. Represents the Program and projects in meetings with City departments, regulatory agencies, funding partners, consultants, and community stakeholders as assigned. Education Possession of a baccalaureate degree from an accredited college or university; AND Experience Five (5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series. Substitution Experience Substitution Possession of a graduate degree (master’s degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience. Education Substitution Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year. Desirable Qualifications (Ideal Candidate) Experience administering complex public-sector professional services and construction contracts. Experience supporting large-scale capital improvement, infrastructure, transportation, environmental, resilience, or public works projects and programs. Strong knowledge of public procurement, contract administration, grant management, and governmental budgeting practices. Experience performing advanced financial and quantitative analysis. Proficiency in Microsoft Excel and business intelligence tools such as Power BI or Tableau. Experience developing dashboards, data visualizations, and performance reporting systems. Knowledge of federal, state, and local funding requirements and grant compliance practices. Excellent written and verbal communication skills, including the ability to present complex information to executive leadership and diverse stakeholders. Strong project management, organizational, and stakeholder engagement skills. One‑year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40‑hour work week).
