Job Description

Under general supervision, the 9234 Airport Security ID Technician performs a wide variety of specialized tasks in support of federally regulated aviation security operations and programs; serves as the primary point of contact for employers and employees acquiring San Francisco International Airport (SFO) ID badges and keys; processes airport badge and security key requests including new issues, renewals and return of inactive ID badges and security keys; collects fees and fines; ensures compliance with Airport Security Program (ASP), local and federal regulations and Transportation Security Administration (TSA) directives and performs related duties as required.

The essential functions of this classification include, but are not limited to, the following:

1. Verify proper identification of an applicant to ensure identity is authentic.
2. Respond to telephone and email requests and in-person customer inquiries in a timely manner.
3. Use a variety of office equipment as required.
4. Verify security background check clearances per TSA Security Directives.
5. Scan documents into Airport Identity Management System (AIDMS) for airport badges.
6. Utilize access control systems to enroll applicants’ biometrics for access dual authentication.
7. Review and process SFO badge applications for compliance with Transportation Security Administrations (TSA) 1542 regulations.
8. Validate data entry of applicants’ information made by the signatories in AIDMS Badging System and/or fingerprinting database.
9. Verify security training information.
10. Process new, renewal, terminated, lost, and damaged badges and security keys efficiently and correctly into the Airport Identity Management System (AIDMS) as directed by the 49 CFR Part 1542 regulations.
11. Perform fingerprint duties on all airport employees, tenants, vendors, and/or students applying for an airport ID badge.
12. Transmit data to Designated Aviation Channeling (DAC) Services on all airport ID badge applicants.
13. Receive and process payments of fees, and fines such as fingerprinting fees, Airport ID badge fees, vehicle permit fees, and citation fines by using appropriate equipment and/or software.
14. Maintain Airport Identity Management System (AIDMS) database.
15. Notify employees on Criminal History (CHRC) and Security Threat Assessment (STA).
16. Troubleshoot access control errors for airport badge holders.
17. Verify and follow up on CHRC fingerprint results.
18. Maintain and prepare reports on daily fingerprint statistical data.
19. Perform annual Transportation Security Administration mandated audits.
20. Proctor and monitor daily scheduled Computer Based Training (CBT) class sessions.
21. Assist in setting up new companies in the security database.
22. Assist in administering the Security Key Control Program.
23. Provide customer service and effective working relationships in person, by telephone, and/or email regarding information pertaining to Security Access Office operations to a diverse population of customers and staff.
24. Resolve complex customer complaints and issues related to airport badges, access, and payments in a timely manner.
25. Perform other functions outlined in the 9234 Airport Security ID Technician.

Qualifications

1. Education: High school diploma or equivalent (GED or High School Proficiency Examination) AND
2. Experience: Two (2) years of progressively responsible clerical experience working in a high volume public contact office environment.

Experience Substitution : A recognized clerical training program of 240 hours of the equivalent of 15 semester units in graded clerical college units may substitute for up to 6 months of experience.

One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full time employment.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

SELECTION PROCEDURES

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Written Examination: (Weight: 40%)

Candidates will be administered a written multiple-choice examination to determine their relative knowledge, skill, and ability level in one or more of the following job-related areas as appropriate. These areas may include, but are not limited to: human relations skills; reading ability; ability to use a computer; organizational ability; knowledge of principles, practices, and procedures of office operations; ability to comprehend and interpret information; ability to evaluate information; ability to use office equipment; written and oral communication skills; ability to maintain records and knowledge of handling and accounting for varying amounts of money.

A passing score must be achieved on the Written Examination in order to continue in the selection process. This is a standardized written multiple-choice examination. In accordance with Civil Service Rule 111.11.4, inspection privileges do not apply to the questions and answers in this examination.

The scores you achieve on these examinations shall be valid and ‘banked’ for two years, starting from the date of the examination. This means that, during this two-year time period, you will not be required to take these tests again should you apply and be found eligible for a future announcement for which these particular tests are used. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Note: A passing score must be achieved on the Written Examination in order to continue in the selection process.

Training and Experience Evaluation: (Weight: 60%)

Candidates will be prompted to complete a supplemental questionnaire as part of the online employment application process. The Supplemental Questionnaire is designed to measure knowledge, skills and/or abilities in job-related areas which have been identified as critical for positions in class 9234 Airport Security ID Technician.

Failure to complete these steps by the established deadlines will result in disqualification. All applicants’ responses to the Supplemental Questionnaire are subject to verification.

A passing score on both exam components must be achieved in order to be placed/ranked on the Eligible List.

NOTE: Applicants who meet the minimum qualifications are not guaranteed advancement through all of the steps in the selection procedure.

Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6) months and may be extended with the approval of the Human Resources Director.
