Summary

Located in the Bureau of Administration, Office of Global Operations, Managing Director of Logistics Operations, Office of Regional Logistics Center, Supply Chain Management Division (A/GO/OPS/RLC/SCM). Serves as a Logistics Management Specialist in the organization with responsibilities for providing expert advice and guidance to the Branch Chief with respect to the planning, direction and accomplishment of SCM functions that are carried out in support of the RLC mission.

Duties

Help

• Guides development of new transportation computer systems and their new applications that are designed to enhance the Department's effectiveness in meeting its mission requirements.
• Establishes program objectives for logistics goals and initiatives, develops their operating procedures and maintains close working relationships with Departmental and other Federal agency officials to expedite implementation of the programs.
• Collaborates with team members to establish effective working relationships with internal and external customers in identifying and resolving a wide range of their logistics problems and issues.
• Formulates and carries out studies of major logistics problem areas as a means of improving the policies, practices and processes governing the Divisions management and implementation of the broad logistics plans and operations.
• Participates in conferences held to establish supply chain management and related training programs, serves as lecturer at seminars and courses related to the Departments supply chain management program.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

• Experience applying analytical and evaluative methods to assess logistics programs, identify trends, and implement system or process improvements that enhance transportation operations, reporting capabilities, and cost effectiveness.
• Experience providing expert technical advice and recommendations to leadership on logistics operations, including freight trends, equipment requirements, and long-range program planning to support mission objectives.
• Experience representing an organization in interagency or external engagements, negotiating with commercial carriers or stakeholders, and resolving complex logistics or transportation issues.
• Experience leading and overseeing complex logistics operations, including directing contractor teams, establishing priorities, and managing the movement, storage, and distribution of personal effects, vehicles, and supplies in support of global operations.

There is no substitute of education for specialized experience for the GS-13 position.
