The successful candidate may be required to pass a job-related physical evaluation.The ideal candidate for this position would possess at least five years of progressively responsible professional financial planning and analysis experience, preferably in a large government agency or utility; exhibit strong written and oral presentation skills; and hold a demonstrated record of working collaboratively with various departments and different levels of employees.GENERAL PURPOSEUnder direction, performs complex fiscal, statistical and management analyses supporting financial and budgeting functions, programs and initiatives for the District, Southern Nevada Water Authority (SNWA), Springs Preserve, Big Bend Water District (BBWD) and small systems; performs highly complex analyses and provides sound professional recommendations and significant assistance in strategic and long-term financial planning, budget development and implementation and policy formulation; and performs related duties as assigned.DESIRED MINIMUM QUALIFICATIONSKnowledge of:Theory, principles, best practices and techniques of public agency budget development, implementation and monitoring; applicable state and federal law and regulations governing budgeting and financing of public utilities; computer tools and software particularly as related to budget development, control and monitoring; methods, tools and best practices in budget management, reporting and variance management; sophisticated statistical analysis, financial modeling, data management and manipulation; financial/statistical/econometric/comparative analysis techniques and formulae; principles and practices of sound business communication; correct English usage, including spelling, grammar and punctuation; the District's enterprise budgeting and accounting systems, their functionalities, requirements and usage.Ability to:Operate a computer and spreadsheet, word processing, financial modeling and other enterprise software; analyze and make sound recommendations on complex financial data; select appropriate methodologies and perform complex mathematical and statistical calculations and analyses; prepare clear, concise and comprehensive financial analyses, reports and presentation materials; exercise sound independent judgment within general policy guidelines; understand, interpret, explain and apply District and state policies and laws regulating financial accounting, reporting and recordkeeping; evaluate financial programs and reporting processes and make sound recommendations for improvement within areas of responsibility; make clear, effective oral presentations on complex financial issues; establish and maintain effective working relationships with District management, staff, officials of other entities, the public and others encountered in the course of work.Training and Experience:A typical way of obtaining the knowledges, skills and abilities outlined above is graduation from a recognized four-year college or university with a major in public or business administration, finance or a closely related field; and at least five years of progressively responsible experience performing complex financial, statistical and budgetary analyses, preferably in a governmental agency or public utility; or an equivalent combination of training and experience.PHYSICAL AND MENTAL DEMANDSThe physical and mental demands described here are representative of those that must be met by employees to successfully perform the essential functions of this class.
