The South Carolina Department of Public Health (SC DPH) are seeking a detail-oriented and dependable Goods and Services Liaison to support the agency's procurement, documentation, and invoice processing functions. This role plays a vital part in ensuring compliant purchasing practices, organized recordkeeping, and timely payment workflows. The Goods and Services Liaison will serve as a key partner to program staff, fiscal teams, and procurement leadership, helping maintain accuracy, efficiency, and compliance throughout the purchasing lifecycle.
Job duties will include, but are not limited to:
A high school diploma and work experience that is directly related to the area of employment. A bachelor's degree may be substituted for the work experience. Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation. Agency Minimum:
High School diploma and one (1) year of related work experience or any combination of education, training and experience. A bachelor's degree may be substituted for the work experience. Must have good computer skills and the ability to learn and implement new programs as assigned.

Preferred Qualifications
Proficient in Microsoft Office (Word, Excel, and PowerPoint). Knowledge of the South Carolina Procurement Code and agency's Procurement Manual and experience with South Carolina Enterprise Information System (SCEIS) . Accounting and purchasing experience is beneficial.

Job duties will include, but are not limited to:
- Procurement of Goods and Services:
- Conduct procurement of goods and services in accordance with the SC State Procurement Code using P-Card or shopping cart creation.
- Continue to enhance procurement knowledge through regular review of the SC State Procurement Code and Agency Procurement Manual.
- Attend all required SCEIS, DPO, and Procurement training.
- Obtain valid quotes from registered SCEIS vendors.
- Procurement File Maintenance:
- Maintain complete procurement files (P-Card and Purchase Orders) to meet all audit requirements.
- Upload purchasing documentation and packing slips to the designated storage location.
- Enter required P-Card information into WORKS before monthly deadlines.
- Retain original copies of documentation for auditing purposes.
- Invoice Processing:
- Process invoices accurately and submit scanned documents to the Bureau of Financial Management for timely payment.
- Verify invoice and shipment accuracy using packing slips and related documentation.
- Upload required documents to AP SharePoint for processing.
- Other Duties as Assigned
- Perform additional duties and special projects as assigned, including required travel if needed.
- Respond as directed during emergencies, which may occur outside of normal working hours.
- Complete any tasks assigned by supervisor or upper management to support operational needs.
