Position Description
Position Salary - $75,000, 20 hours per week.

Shipley is looking for a part-time GovCon Business Development & Capture SME needed to develop content to support Shipley's Training Practice in continuing to evolve and grow.
This position is a part-time employee role within Shipley's Training Practice.
The successful candidate will support the development, enhancement, customization, and validation of Shipley's industry-leading training content across all phases of the business development lifecycle. Working closely with client stakeholders, facilitators, consultants, and internal training leaders, this individual will leverage deep real-world business development and capture experience to ensure Shipley's training content reflects current government contracting best practices and delivers meaningful value to clients.
This role is ideal for a senior business development or capture professional with a proven track record of winning federal business who can translate practical experience into relevant, actionable training content.
Work assignments and hours will vary based on business needs, client demand, and project requirements.
As a GovCon Business Development & Capture SME, We Will Trust You To:
- Maintain a high level of subject matter expertise and credibility with business development professionals, capture managers, proposal professionals, and organizational leaders.
- Develop, customize, and improve Shipley's training content to align with evolving industry practices and client requirements.
- Collaborate with client personnel and Shipley stakeholders to ensure training content reflects current processes, challenges, and business objectives.
- Support the continuous improvement of Shipley's training offerings through customer feedback, market insights, lessons learned, and proven business-winning practices.
- Represent Shipley professionally while supporting client projects and strategic training initiatives.
Tasks Include, But Are Not Limited To:
- Working directly with client points of contact (POCs) to tailor training content, case studies, exercises, and learning materials to align with organizational processes, requirements, and business objectives.
- Developing and enhancing new and existing business development, capture management, proposal management, and proposal writing training content.
- Reviewing, revising, and updating course materials, case studies, participant materials, instructor resources, and learning exercises.
- Collaborating with Shipley facilitators, consultants, and subject matter experts to ensure consistency, quality, and relevance across all training offerings.
- Providing current government contracting best practices, lessons learned, and real-world examples to strengthen training content and learning applications.
- Assisting in the creation of new training modules, workshops, case studies, simulations, and related learning assets.
- Participating in content reviews, working sessions, and client engagements to identify opportunities for course enhancements and modernization.
- Assisting sales and delivery teams with training-related statements of work (SOWs), content recommendations, workshop customization approaches, and customer engagement activities when requested.
- Assisting with training management and operational functions, including project support, client coordination, and other Training Practice initiatives as needed.
- Maintaining awareness of evolving government contracting trends, acquisition practices, and business-winning methodologies to ensure content remains current and relevant.
Requirements
- Minimum of 15 years of verifiable, recent, and progressive experience across the business development lifecycle within government contracting organizations, preferably at a large government contractor, including significant experience in formal Business Development and Capture Management positions supporting the pursuit and acquisition of federal government contracts.
- Must provide information on at least three (3) pursuits won as a BD/Capture Leader, leading the effort as a prime contractor on a single-award, competitive federal government procurement within the past five (5) years (three years preferred). Serving solely as a Proposal Manager, Proposal Writer, Proposal Consultant, or Proposal Coordinator on these wins does not qualify.
- For each pursuit, candidates must provide the contract name, contract value, scope, complexity, government customer, and a referral or point of contact who can verify that the candidate led and won the opportunity in a Business Development or Capture leadership role. Opportunities valued at $10 million or greater are preferred.
- This is a mandatory requirement and cannot be waived. This information must be submitted as part of the initial application and prior to scheduling interviews. Candidates must demonstrate formal experience in senior-level Business Development and Capture roles.
- Experience working for small, mid-sized, and large government contractors, with experience in large GovCon organizations strongly preferred.
- Strong understanding of federal procurement processes, customer engagement, opportunity qualification, competitive positioning, capture planning, proposal development, and business-winning methodologies.
- Bachelor's degree required; Master's degree preferred.
- Ability to effectively engage executive, management, and practitioner-level audiences.
- Familiarity with Shipley methodologies and processes preferred.
- Must be technology proficient and comfortable working in virtual collaboration environments.
- Strong written communication, collaboration, facilitation, and interpersonal skills.
- Ability to work effectively with clients, facilitators, consultants, and cross-functional stakeholders.
- Flexible schedule with the ability to support client and internal projects on an as-needed basis.
Preferred Qualifications
- Twenty or more years of government contracting business development, capture management, and strategic growth experience.

- Growth Executive
- Proven history of leading successful contract pursuits and business growth initiatives.
- Experience supporting federal civilian, defense, intelligence, and state and local government markets.
- Extensive experience tailoring business development and capture processes within large and complex government contracting organizations.
- Experience developing business-winning methodologies, processes, frameworks, playbooks, or organizational best practices.
- Prior experience supporting consulting, advisory, professional services, or corporate training organizations.
- Experience mentoring and coaching business development and capture professionals.
Employment Classification
This position is a part-time employee role. Work hours will vary based on business requirements, client engagements, project schedules, and content development priorities.
The successful candidate will collaborate with Shipley's Training Practice leadership, facilitators, consultants, and clients to support the ongoing development and improvement of Shipley's business development, capture management, proposal management, and proposal writing training offerings.
