Position Summary

Under the direction of the Executive Director, the Deputy Director oversees the day-to-day operations of the Housing Authority and ensures effective implementation of the policies, priorities, and strategic direction of the Board of Commissioners and Executive Director. The Deputy Director provides operational leadership to key department directors, ensures regulatory compliance, manages internal coordination across departments, and reviews and responds to inquiries, concerns and questions from clients, stakeholders and the public. In the absence of the Executive Director, the Deputy Director represents the agency in meetings with partner agencies, makes public appearances and communicates with the agency’s Commissioners.

Essential Functions

Operational Leadership and Supervision

• Oversee and coordinate the daily operations of the Housing Authority through direct supervision of the following positions:
• Director of Housing Operations
• Director of Maintenance
• Director of Modernization
• Director of Information Technology
• Director of Policy and Research
• Provide leadership, direction, and oversight for assigned department heads and senior staff.
• Ensure departments operate efficiently, collaboratively, and in alignment with agency goals and regulatory requirements.

Policy Implementation and Compliance

• Implement the Executive Director’s and Board of Commissioners’ policy priorities by creating operational plans, procedures, and performance expectations.
• Ensure compliance with HUD, CHFA, and other applicable federal, state, and local laws, regulations, and program requirements.

Reasonable Accommodations and Fair Housing

• Serve as the initial decision-maker for Americans with Disabilities Act and Fair Housing Act reasonable accommodation and modification requests related to housing programs.
• Ensure consistent, timely, and legally compliant handling of accommodation requests across programs.

Stakeholder and Public Engagement

• Manage and respond to routine complaints and appeals from residents, program participants, landlords, and community stakeholders.
• In the absence of the Executive Director, handle all communication with the Board of Commissioners and local political and community leaders.

Planning, Evaluation, and Improvement

• Monitor and evaluate operational effectiveness and efficiency and recommend improvements.
• Oversee research and data analysis related to housing operations, policy development, legislation, and regulatory changes, in coordination with the Director of Policy and Research.

Financial and Contract Oversight

• Assist in monitoring budgets, expenditures, and contracts related to housing operations, maintenance, modernization, and related vendor services.
• Support oversight of grant-funded programs and capital projects as assigned.

Executive and Board Support

• Provide high-level administrative and analytical support to the Executive Director.
• Prepare reports, correspondence, and presentations as needed.
• Attend meetings with the Executive Director and Board of Commissioners as required.

Required Knowledge, Skills and Abilities

· Extensive knowledge of federal, state, and local housing laws and regulations, including HUD and CHFA program requirements.

· Extensive knowledge of public housing operations and housing assistance programs.

· Proven ability to lead and coordinate senior management staff.

· Strong written and verbal communication skills.

· Ability to analyze and apply complex regulations and policies.

· Ability to build effective working relationships with staff, residents, public officials, and community partners.

· Knowledge of and experience with basic software systems including Outlook, Excel, Word and PowerPoint.

· Familiarity with PHA software systems including PIC.

· Working knowledge of PHA Web is desirable.

· Certified in Low Income Housing Tax Credit management is desirable.

Education and Experience

· Minimum of five (5) years of progressively responsible experience in public housing program administration, operations, or management, including supervisory experience.

· Bachelor’s degree in public administration, business administration, finance, social sciences, or a related field required; master’s degree preferred.

· Possession of, or ability to obtain, HUD-required Public Housing Manager Certification.

· Ability to obtain Certificate of Occupancy Specialist (COS) within six (6) months of hire.

Special Requirements

• Ability to work in an office environment and travel to Housing Authority sites as needed.
• Valid driver’s license or ability to obtain one.
• Spanish language proficiency is desirable
