Solid Waste Supervisor
JOB SUMMARY

The purpose of this position is to supervise the City's solid waste collection, processing and hauling operations.
ESSENTIAL JOB FUNCTIONS

• Supervises, directs, and evaluates assigned staff; processes employee concerns and problems; directs work; counsels; disciplines; trains; and completes employee performance appraisals.
• Coordinates daily work activities; organizes, prioritizes, and assigns work; develops work schedules to ensure adequate coverage; creates and distributes work schedules and assignments; approves leave time and reviews usage; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.
• Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; and monitors work environment and use of safety equipment to ensure safety of employees and other individuals.
• Oversees the daily solid waste collection, processing and hauling activities for garbage, recycling, yard waste, and bulk waste; oversees the handling of materials at the City's transfer station and joint use compactor sites; monitors the downtown area for maintenance of all City litter containers; responds to customer service issues with all residential, commercial and internal customers; provides support to solid waste code enforcement activities; and serves as back-up for scale house operations.
• Maintains inventories of supplies, forms and equipment; ensures availability of adequate supplies to complete work activities; prepares purchase requisitions for needed materials, equipment, and supplies; and receives/distributes incoming supply shipments.
• Consults with assigned staff, assists with complex/problem situations; responds to complaints and questions related to solid waste service issues and activities; provides information; research solutions and resolves problems.
• Prepares or completes various forms, reports, work orders, logs, accident reports, or other documents.
• Receives various forms, reports, work orders, or other documents; reviews, completes, processes, forwards or retains as appropriate.
• Communicates with supervisor, employees, other departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
• Operates a personal computer, small tools, general office or other equipment.

ADDITIONAL FUNCTIONS

• Assists in hurricane preparedness; assists in clean up after natural disasters.
• Performs other related duties as required, requested, and assigned.

Minimum Qualifications
Education and Experience:

Requires a high school diploma or equivalent; three (3) years of related experience in operating heavy-duty vehicles/heavy equipment in the solid waste or other related industry. Experience with route management systems, automated scale software such as WasteWORKS, or similar automated scalehouse systems preferred.

Licenses or Certifications:

Possession of a valid Class A Commercial Driver's License (CDL-A) with proper endorsements or must obtain a Class A Commercial Driver's License (CDL-A) with proper endorsements within one year of hire.

PHYSICAL DEMANDS

The work is medium work. The employee is frequently required to apply 30 pounds of force to move objects. The employee is occasionally required to exert up to 50 pounds of force to move objects. Additionally requires: balancing, climbing, crawling, crouching, feeling, grasping, handling, hearing voices and distinguishing among sounds, kneeling, lifting, manual dexterity, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, expressing ideas by the spoken word and shouting to be heard above ambient noise, visual acuity in data/color/observations/operating equipment/inspect defects or measurements, and walking.

WORK ENVIRONMENT

Work is performed indoors and outdoors where performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, wetness, humidity, temperature and noise extremes, machinery, vibrations, or traffic hazards. Work is performed regularly where decisions are made that could lead to major community or organizational consequences if there is a failure to make the appropriate decision at the time.
