Summary

The Business Manager is administratively responsible to the Associate Chief of Staff for Ambulatory and Emergency Care Clinical Center (AECCC). The AECCC for the VA Maryland Health Care System (VAMHCS) is responsible for providing care to veterans at the three hospital-based programs and the community-based outpatient clinics. AECCC programs include Primary Care, Women's Health, Emergency Department, Environmental Medicine, Dermatology, Employee Health, and Compensation and Pension.

DUTIES:

The Business Manager is administratively responsible to the Associate Chief of Staff (ACOS) for Ambulatory and Emergency Care Clinical Center (AECCC. The Ambulatory and Emergency Care Clinical Center for the VA Maryland Health Care System (VAMHC) is responsible for providing care to veterans at the three hospital-based programs and the community-based outpatient clinics.

- The incumbent functions as the primary liaison to multiple staff offices under the Associate Chief of Staff for Ambulatory and Emergency Care Clinical Center, VA Maryland Health Care System (VAMHCS) and serve as the conduit for information flow and management of assignments between such offices and other members of the executive leadership team.

- Monitors and manages incoming actions and requests from initial receipt to completion and closeout. - Conduct analytical studies on particular operational processes, issue topics, or related special projects. Studies and projects addressed are commonly so diverse and intense that they often require input and assistance from departmental or program offices.

- Work in coordination with other internal reviewing services regarding complex audits and internal/external reviews of a national concern, i.e., access, fiscal efficiencies and organizational structure that are reviewed by prominent parties such as the Office of the Inspector General (OIG) or the Government Accountability Office (GAO).

- Work closely with senior management and others in implementing and evaluating policies, plans, and internal operational systems such as correspondence management, information tracking among pertinent offices and stakeholders, and internal/external communication flows.

- Functions in myriad roles by contacting and engaging with various administrative program officials within the VISN, Headquarters and in the field to manage, coordinate, and complete various assignments or projects that involve or are initiated by these officials.

- Coordinates events hosted by officials, including town hall meetings with internal staff, with assistance from continuing educational staff and initiatives when warranted.

- Coordinate with the appropriate individuals or offices to develop proposals and supporting materials for presentations at conferences, meetings, hearings and other external activities and meetings.

- Direct the financial and business operations for a complex and diversified Ambulatory and Emergency Care Clinical Center with operations at Baltimore Medical Center, Perry Point Medical Center, Loch Raven Medical Center and all of the VAMHCS Community Based Outpatient Clinics.

- Coordinate with various disciplines, program chiefs within the Ambulatory and Emergency Care Clinical Center to assess operational issues that impact on workload productivity, personnel and budget management, process improvement, space and equipment utilization, and other resource and operational concerns.

- Develop and implement productivity standards which will enhance the delivery of cost effective and efficient care while meeting quality and customer satisfaction standards.

- Monitor the Clinical Center's utilization of resources. Recommends strategies to maximize operational and organizational efficiency and improve the financial position of the Clinical Center.

- Monitor various reports that reflect the current and comparative status of workload, clinic cancellations, no-shows, and other workload variables.

- Incumbent serves as AECCC's Contracting Officer Representative (COR). Oversees all Contracts assigned to AECCC as Contracting Officer Representative (COR).

SUPERVISORY DUTIES:

- Provide supervision for administrative and Business Office staff. The incumbent assigns work to subordinates based and priorities of AECCC and based on capabilities of employees.

- Develops performance standards, evaluates work performance of subordinates, and provides advice, council and instructions to employees on both work and administrative matters. - Interviews and select candidates for positions within the Business Office.

- incumbent resolves complaints from employees, referring group grievances and more serious unresolved complaints to the ACOS for AECCC.

- Identifies developmental and training needs of employees and provides or arranges for necessary training.

Promotion Potential : The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday - Friday 7:30am - 4:00pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience:

Administrative Officer - GS-12

You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as progressively responsible experience providing staff assistance on administrative matters affecting patient care, education, and organizational policy that are technical, complex clerical, or comparable in nature. Serve as primary liaison to multiple staff offices, managing information flow between offices and executive leadership, Direct the day-to-day administrative and business operations of the Clinical Center across multiple sites, Analyze and validate workload data (cancellations, no-shows, utilization) to assess operational efficiency, Prepare monthly, quarterly, and annual financial reports comparing budgeted to actual expenditures/revenue, Assign work to subordinates, set priorities and schedules, and evaluate subordinate performance, Recognize and reward performance; take corrective/disciplinary action to address performance problems.

Administrative Officer - GS-13

You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization . Examples of specialized experience would typically include, but are not limited to: one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serve as primary liaison to multiple staff offices, managing information flow between offices and executive leadership, Direct the day-to-day administrative and business operations of the Clinical Center across multiple sites. Coordinate with various disciplines, program chiefs within the Ambulatory and Emergency Care Clinical Center to assess operational issues that impact on workload productivity, personnel and budget management, process improvement, space and equipment utilization, and other resource and operational concerns. Analyze and validate workload data (cancellations, no-shows, utilization) to assess operational efficiency, Formulate and administer the Clinical Center's multi-million dollar annual budget, Serve as Contracting Officer's Representative (COR), performing acquisition planning and contract administration. Provide supervision for administrative and Business Office staff. The incumbent assigns work to subordinates based and priorities of AECCC and based on capabilities of employees. Develops performance standards, evaluates work performance of subordinates, and provides advice, council and instruction to employees on both work and administrative matters. Interviews and selects candidates for positions within the Business Office. Incumbent resolves complaints from employees, referring group grievances and more serious unresolved complaints to the ACOS for AECCC. Identifies developmental and training needs of employees and provides or arranges for necessary training.

Physical Requirements.

The work is primarily sedentary. Walking and travel between sites will be required. Some standing, bending, and carrying of light items such as books, medical records, and paper may be required.
