Position Summary Executive Director of Operations for a 106‑bed specialized secure detention facility that serves youth aged 16‑17 charged with crimes in New York’s criminal and supreme courts. The role includes oversight of daily operations, management of staff, and ensuring compliance with ACS policies and regulations. Salary range: $130,000.00 – $140,000.00. Organization Overview The Administration for Children’s Services (ACS) protects and promotes safety and well‑being for children and families through child welfare and juvenile justice services. The Division of Youth and Family Justice (DYFJ) provides therapy, treatment, and programs to help youth avoid or exit NYC’s juvenile justice system, while fostering stronger communities. Key Responsibilities Assume executive authority for facility‑wide operations in the absence of the Associate Commissioner of Crossroads and other leadership. Direct and manage Group Services operations and personnel 24/7 and respond to emergencies. Supervise Operations Managers to ensure appropriate oversight and coordination of service provision to youth. Schedule activities and ensure safe movement for education, programming, recreation, workforce development, and other pro‑social activities. Coordinate with Court Services and Admissions teams to ensure youth appear for required court and appointments. Ensure all incidents are properly reported internally and externally per ACS policy. Work with Group Services and ACS Police to classify and house newly admitted youth safely. Use statistical data and management indicators to develop operational improvement plans and ensure effective implementation. Develop safety improvement methods in coordination with ACS Police and divisional leadership. Maintain facility staffing levels in accordance with regulations, balancing workload to minimize overtime. Co‑facilitate internal Facility Level Disciplinary hearings. Minimum Qualifications A master’s degree in social work from an accredited school of social work and four years of full‑time, paid professional experience in a child‑care institution or group work with children in a child‑care setting, including two years in an administrative capacity; or A master’s degree from an accredited college in sociology, psychology, education, public administration or a closely related field, and five years of full‑time paid professional experience as described in “1” above, including two years in an administrative capacity; or Education and/or experience equivalent to “1” or “2” above, with all candidates required to have two years of administrative experience in a child‑care setting.
