Technical Business Analyst
*This is a hybrid position, requiring 2 days/week onsite. Wednesdays are mandatory.
*Local to the Harrisburg, PA area only, please.

Description:

• This Business Analyst will serve as a Delivery Validation Business Analyst within the Project Management Office PMO supporting application modernization technology upgrades infrastructure initiatives system migrations and other technology projects across the agency.
• The position will perform core business analysis responsibilities with a specialization in requirements traceability solution validation business readiness and transition to production.
• The analyst will work closely with business stakeholders, Project Managers, Application Development architects, technical teams, vendors, and other partners to understand business needs and translate them into clear structured and actionable requirements.

Responsibilities:

• Serves as a Delivery Validation Business Analyst within the PMO supporting application modernization upgrades migrations infrastructure and other technology initiatives.
• Elicits analyzes validates and documents business requirements processes workflows business rules and acceptance criteria.
• Develops current-state and future-state documentation and performs gap impact dependency and process analysis.
• Evaluates proposed solutions against business requirements processes constraints and intended outcomes and identifies gaps requiring resolution.
• Maintains traceability between business requirements solution decisions validation activities defects changes and stakeholder acceptance.
• Develops structured business validation and UAT scenarios and coordinates testers schedules test execution results and defect tracking.
• Supports business and operational readiness for application releases technology upgrades infrastructure changes migrations and production cutovers.
• Assesses stakeholder impacts and develops appropriate communications user documentation job aids training or other adoption materials when needed.
• Collaborates with business stakeholders Project Managers Application Development architects technical teams vendors and other project partners.
• Independently manages assigned analysis activities and priorities while proactively communicating progress risks issues gaps and recommendations.
  
  

Preference may be given to candidates with experience in one or more of the following areas:

• Performing business analysis for application modernization technology upgrades infrastructure initiatives system migrations or other complex technology projects.
• Eliciting analyzing documenting validating and maintaining business and functional requirements across business and technical stakeholder groups.
• Developing current-state and future-state process documentation gap analyses business impact assessments workflows and other structured analysis artifacts.
• Evaluating proposed technology solutions against business requirements processes constraints and intended business outcomes.
• Developing and coordinating UAT or other business validation activities including requirements-based test scenarios test case execution defect management traceability and stakeholder acceptance.
• Using Azure DevOps or comparable project/test-management tools to manage requirements test cases validation results defects and related delivery artifacts.
• Supporting release readiness application readiness system migrations production cut overs regression validation and post-implementation activities.
• Supporting internally developed applications including systems such as the Commission's CAI system or InfoMap or comparable regulatory or operational systems.
• Supporting regulatory compliance or public-sector business processes including documentation of statutory requirements business rules workflows and operational procedures.
• Producing clear professional business and technical documentation and communicating complex information effectively to business and technical audiences.
• Independently organizing work managing competing priorities identifying gaps and risks taking ownership of assigned deliverables and developing well-reasoned recommendations.

• CAI system or InfoMap, Highly desired
• Performing business analysis for application modernization, technology upgrades, infrastructure initiatives, system migrations, or other complex tech, Required
