Grants/Contract Officer

Idaho Department of Labor - Serve Idaho

The Department of Labor seeks to fill two full-time positions for the Grants/Contract Officer. These positions are responsible for overseeing the administration, management, and monitoring of AmeriCorps grant programs within the state commission. This role ensures compliance with federal, state, and local regulations, manages programmatic reporting, and provides support to sub‑grantees. The officer works closely with program staff, AmeriCorps members, and community partners to ensure effective implementation of AmeriCorps‑funded projects aimed at addressing critical community needs. The Grants/ Contract Officer position performs advanced professional work under limited supervision with considerable latitude for use of initiative and independent judgement. These positions report to the Serve Idaho Program Manager. The successful candidates will be self‑motivated, hands‑on, organized professionals with a positive and can‑do collaborative attitude. They must enjoy the challenges and rigors of an innovative and evolving service‑oriented team and must enjoy working with a variety of organizations, including nonprofits, grassroot organizations, and governmental agencies. Flexibility, focus and commitment to the mission of Serve Idaho will be critical. Primary Oversight – Position One Nonprofit AmeriCorps monitoring and partnership development. Management of the AmeriCorps VISTA program. AmeriCorps workforce initiatives. Collaborate on Planning Grants and other special projects as assigned. Primary Oversight – Position Two Higher education and university AmeriCorps monitoring and partnership development. Coordination and planning of the annual Serve Idaho conference. Coordination and planning of Serve Idaho sponsored trainings for subgrantee staff and AmeriCorps Volunteers. Collaborate on Planning Grants and other special projects as assigned. Key Responsibilities Oversee the full lifecycle of AmeriCorps program grants, from application to closeout, ensuring compliance with all federal regulations, grant guidelines, and reporting requirements. Monitor and ensure sub-grantees' adherence to programmatic and fiscal policies, federal and state rules, and AmeriCorps guidelines. Conduct risk assessments and audits of sub-grantees, identifying areas for improvement and ensuring corrective actions are implemented as needed. Maintain and update policies and procedures related to grant management, ensuring compliance with the Corporation for National and Community Service (CNCS) and state regulations. Sub‑Grantee Support and Capacity Building Provide day‑to‑day program support to subgrantees on programmatic and fiscal management, including grant compliance, AmeriCorps policies, and reporting procedures. Assist subgrantees in developing grant applications and work plans aligned with AmeriCorps' strategic priorities and funding guidelines. Organize workshops, meetings, and individual coaching sessions for subgrantee staff on effective grants management practices. Participate in the coordination of the annual Serve Idaho Conference. Foster a collaborative relationship with sub-grantees to support successful program implementation and improve organizational capacity. Programmatic and Fiscal Monitoring and Evaluation Conduct regular site visits and desk reviews to monitor sub‑grantee performance, ensuring the achievement of program goals and compliance with grant terms. Review sub‑grantee progress reports, ensuring accuracy, completeness, and alignment with AmeriCorps objectives and outcomes. Process financial reports for sub‑grantee reimbursement. Support the development and implementation of evaluation plans to assess program impact and effectiveness, working closely with sub‑grantees and external evaluators. Provide recommendations for program improvements based on monitoring findings, performance data, and feedback from AmeriCorps members and sub‑grantees. Collaboration and Communication Serve as a liaison between the state commission, AmeriCorps programs, and other stakeholders to facilitate communication, share best practices, and resolve any issues. Work closely with other members of the AmeriCorps commission team to coordinate grant processes, support community initiatives, and ensure alignment with state and national service priorities. Represent the commission at state and national meetings, conferences, and training related to AmeriCorps programming and grants management. Qualifications Education : Bachelor’s degree in public administration, nonprofit management, business administration, or experience in a related field. Experience : Minimum of 3‑5 years of experience in grants management, preferably with AmeriCorps or other federal programs. Proven experience in program management, monitoring, and federal grant compliance. Experience working with non‑profit organizations, community programs, or state/federal agencies is a plus. Skills Strong knowledge of federal grant regulations, including the Office of Management and Budget (OMB) Circulars and the Code of Federal Regulations (CFR) applicable to grants. Excellent project management skills, with the ability to manage multiple programs, timelines, and deliverables. Strong communication, training, and relationship‑building skills. Proficiency with grant management systems and software (e.g., eGrants) and Microsoft Office Suite. A strong passion for supporting a portfolio of organizations with diverse community‑driven missions, and an ability to work with a variety of different organization types (faith‑based and community organizations, state/local governments, colleges/ universities). Ability to communicate effectively orally and in writing; to exercise sound judgement in making critical decisions; to analyze complex information and develop plans to address identified issues; and to effectively demonstrate negotiation and facilitation skills. Excellent time management and organizational skills, detail oriented, and the ability to work both independently with general supervision and as part of a project team.
