Cybersecurity Operations Manager

Peraton is seeking a Cybersecurity Operations Manager in our Linthicum, MD office in support of our Department of Defense (DoD) customer as part of a highly talented, highly motivated, and high-performing team. DUTIES AND RESPONSIBILITIES

Cyber Operations Planning & Strategy

• Develops detailed plans for the support of a range of cyber operations through collaboration with planners, operators, analysts, and military leadership.
• Participates in targeting selection, validation, synchronization, integration, and execution of cyber activities.
• Analyzes, reviews, and monitors strategies, doctrine, policies, and other directives to ensure compliance with mandated regulations from both the government at large and the military customer.
• Develops, reviews, and applies specific cyber operations guidance for integration into broader planning activities.
• Provides input to stakeholders for the development and refinement of cyber operations objectives, priorities, strategies, plans, and programs.
• Reviews, approves, prioritizes, and submits operational requirements for research, development, and/or acquisition of cyber capabilities.
• Provides input into the administrative and logistical elements of an operational support plan.
• Applies knowledge of cybersecurity principles, operations security, cyber threats and vulnerabilities, and national regulations, policies, and ethics as they relate to cybersecurity.
• Assists in developing new approaches to improve organizational framework through the coordination and integration of staff processes.
• May work in the financial sphere to assist with planning goals, programming objectives, and may be responsible for preparing real-time data for leadership.

Inter-Agency Coordination & Stakeholder Engagement

• Assists and advises inter-agency partners in identifying and developing Standard Operating Procedures (SOPs) for operational support in achievement of organizational objectives.
• Collaborates with internal and external stakeholders to leverage analytical and technical expertise to ensure mission goals are met.
• Leverages prior military experience and a deep understanding of military hierarchy and leadership to effectively engage military customers and DoD partners.
• Drafts and provides briefings, information/decision papers, policy documents, staffing packages, letters, memorandums, and official multimedia correspondence.
• Coordinates with government CISO, CIO, and senior leadership to report cybersecurity operations performance metrics, compliance status, and program progress.

Cybersecurity Operations Management

• Manages and provides oversight of the ISSO/ISSE team responsible for maintaining cybersecurity protection across all government agency data and systems.
• Supports the government CISO in executing cybersecurity requirements through the use of the RMF, consistent with NIST principles.
• Directs the team in identifying and injecting RMF requirements into acquisition processes, requirements development, procurement, and IT hardware and software development efforts.
• Oversees team delivery of proactive security vulnerability assessments, implementation, and monitoring of all computer systems and network infrastructure.
• Ensures the team performs vulnerability and risk analyses of computer/network systems and applications during all phases of the system development lifecycle.
• Oversees certification and accreditation activities on applications IAW the RMF.
• Directs the development of processes, assessment of incident reports, and implementation of crisis communication plans.
• Reviews and approves compliance reports; supports the audit process; ensures cybersecurity operations performance metrics are measured and reported to the government CISO and CIO.
• Manages, coordinates, and resolves project issues, decisions, and risks across the cybersecurity operations team.
• Monitors and reports team progress against plans through final acceptance and signoff.
• Clarifies and resolves process-related activities for the technical team.
• Creates compliance reports, oversees the audit process, and ensures cybersecurity operations performance metrics are consistently measured and reported.

Personnel Management

• Conducts interviewing, selection, and hiring of cybersecurity operations personnel.
• Plans, assigns, and directs work across the ISSO/ISSE team; adjusts assignments and schedules to maintain adequate staffing levels and respond to fluctuating workloads.
• Trains new and existing employees; addresses employee performance and implements corrective action plans as needed.
• Motivates team members and administers rewards and recognition in alignment with program standards and company policies.
• Serves as a key member of the IT management team, partnering with other team leaders and task area leads to advance shared mission objectives.
• Evaluates personnel performance and provides professional development guidance to build a high-performing cybersecurity operations team.

Qualifications

Mandatory Qualifications

• 10 years of experience, may have supervisory or lead experience.
• Active Top Secret clearance with SCI eligibility.
• Well-versed in best practices for cybersecurity program standards, processes, and procedures compliance; industry-standard security frameworks; and demonstrated expert working knowledge of NIST SP 800-53, NIST SP 800-53A, AFPD 17-1, and AFI 17-130, Cybersecurity Program Management.
• Experience writing security policies and procedures, Cyber Security Strategy (CSS), System Security Plan (SSP), System Security and Privacy Plan (SSPP), and assessing all ATO package artifacts.
• Demonstrated strong written and verbal communication skills.
• Demonstrated strong customer and partner relationship-building skills.
• Prior military experience and deep understanding of military hierarchy and leadership strongly preferred.

Desired Qualifications

• A degree in one of the following areas of study: Computer Science, Cybersecurity, Data Science, Information Systems, Information Technology, or Software Engineering.
• One or more of the following active certifications: CISM, CISSP, CISSP-ISSMP, FITSP-M, GCIA, GCIH, GICSP, or GSLC.
• Experience transitioning from RMF v4 to v5.
• Basic understanding of identity and access management system capabilities and configuration.
• Experience with cloud computing platforms such as AWS and Azure.
• Experience with TASKORDS, OPORDS, and related military planning documents.
• Demonstrated experience leading Cybersecurity (ISSO & ISSE) teams.
• Experience in financial planning, programming objectives, and preparing real-time data for leadership.

Target Salary Range

$146,000 - $234,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
