The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. We are one of the largest departments in Maryland with nearly 12,000 employees and a budget of more than $1 billion. GRADE 21 LOCATION OF POSITION Baltimore City 6776 Reisterstown Road Baltimore, MD 21215 POSITION DUTIES This is a Management Service position and serves at the pleasure of the Appointing Authority. Provides support to the Executive Director of HRSD related to Employee Relations issues. Manages and directs the work of the Employee Relations Unit’s Hearing Officers, ensuring effective review and analyzing disciplinary recommendations and grievance appeals. Responsible for staffing and training the Employee Relations Unit, and for effective accurate interpretation of the Memorandum of Understanding (MOU). Duties Include But Are Not Limited To Manage and direct the work of the Management Advocate Supervisor and Management Advocates I and II, ERU Hearing Officers Review, evaluate and interpret departmental policies and procedures to provide advice and guidance to executives, administrators, directors and supervisors on all employee relations issues, complaints and appeals Participate in settlement conferences at the Department of Budget and Management Provide training to HR Officers, administrators, directors and supervisors on the interpretation and application of personnel law, regulation and policies as it relates to employee-employer relations issues, complaints and disciplinary actions Collaborate with the Executive Director and Deputy Director of HRSD to prepare responses to the Governor, DPSCS Secretary and Deputy Secretary, members of the legislature and other elected officials Support the Executive and Deputy Director of HRSD in gathering and preparing statistical information on Departmental terminations and other related data and justifications Minimum Qualifications Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying. Education: A Bachelor’s degree from an accredited college or university. Experience: Six (6) years of professional experience in employment law, labor law, or human resources. Four (4) years must include employee relations, labor relations, or labor/employment law, with a primary focus on employee relations. Qualifying experience includes representing management before an administrative law judge at the Office of Administrative Hearings, or in a comparable forum, in grievance and disciplinary appeal proceedings, including termination cases. Notes Candidates may substitute the possession of a Juris Doctor (J.D.) degree from an accredited law school for 4 years of the required experience. Current license to practice law before a State or Federal court Litigation experience Experience handling employee and labor grievances, including terminations and COBRA Special Requirements The ideal candidate must be fluent in spoken and written English. The ideal candidate must effectively and respectfully communicate with diverse populations, providing services to individuals with different beliefs, behaviors, and interpersonal styles in confinement or community settings. Professional working fluency in Spanish, Mandarin, Korean, or any other language is a plus.
