Business Systems Analysis Director

Position Summary

We are seeking a Director of Business Systems Analysis to lead the BSA function for a large healthcare payer account. This role is responsible for strengthening business analysis practices, requirements quality, backlog readiness, product enablement, traceability, stakeholder alignment, and business outcome delivery across healthcare delivery portfolios.

This is a hands-on delivery leadership role requiring deep healthcare payer experience, strong customer-facing credibility, and the ability to lead onshore and offshore BSA teams. The Director will partner closely with customer product owners, business stakeholders, IT leaders, delivery teams, PMO leadership, and NTT account leadership to improve requirements quality, reduce rework, support persistent team models, and ensure BSA services are aligned to business value.

The successful candidate must bring proven healthcare payer domain knowledge, including experience supporting claims, enrollment, provider, member, product, regulatory, Medicare/Medicaid, or commercial health plan operations. This role requires someone who can immediately understand the business context, coach BSAs, and serve as a trusted product and requirements partner to customer stakeholders.

Key Responsibilities

BSA Delivery Leadership

• Lead the BSA team across healthcare payer delivery portfolios, ensuring strong business analysis practices, stakeholder alignment, and delivery readiness.
• Provide day-to-day leadership to business systems analysts and related product enablement resources across onshore and offshore locations.
• Ensure BSAs are aligned to customer priorities, delivery standards, SOW commitments, product roadmaps, and account goals.
• Strengthen consistency across requirements elicitation, documentation, traceability, acceptance criteria, user stories, process flows, stakeholder sign-off, and support handoff.
• Build accountability, collaboration, and engagement across the BSA organization.
• Coach BSAs to operate as proactive business partners rather than only documentation resources.

Healthcare Payer Domain Leadership

• Apply healthcare payer domain knowledge to improve requirements quality, solution alignment, stakeholder engagement, and delivery outcomes.
• Guide teams working across health plan functions such as claims, enrollment, provider, member, benefits, product configuration, compliance, Medicare, Medicaid, commercial products, data, interoperability, and operations.
• Partner with business and IT stakeholders to ensure requirements reflect payer business context, operational impact, downstream dependencies, and regulatory considerations.
• Coach BSAs to better understand healthcare terminology, business processes, data flows, system impacts, benefit designs, compliance needs, and operational workflows.

Business Analysis and Product Enablement

• Evolve the BSA function from traditional requirements support toward stronger product enablement, backlog ownership, traceability, and business outcome alignment.
• Promote use of Requirement Traceability Matrix practices, acceptance criteria, process flows, user stories, MVP definition, dependency mapping, and value-based prioritization.
• Ensure BSAs support persistent teams by improving backlog readiness, clarifying scope, reducing ambiguity, and enabling faster delivery.
• Drive consistency in requirements documentation, stakeholder review, business sign-off, test readiness, implementation readiness, and support handoff.
• Partner with product owners and business stakeholders to translate business needs into clear, actionable, testable requirements.
• Identify gaps, conflicts, ambiguities, and downstream impacts early in the delivery lifecycle.

Requirements Quality and Delivery Readiness

• Establish standards and quality expectations for business requirements, functional requirements, user stories, acceptance criteria, process flows, data mapping, and operational impacts.
• Improve requirements traceability from business objective through design, development, testing, implementation, and support transition.
• Ensure requirements are complete, testable, aligned to business value, and understandable by both business and technical stakeholders.
• Partner with QA, development, architecture, operations, and PMO teams to reduce rework caused by unclear or incomplete requirements.
• Support readiness reviews, backlog refinement, sprint planning, UAT planning, implementation planning, and production support transition.

Governance Improvement and Transformation

• Simplify BSA processes while maintaining appropriate customer governance, documentation standards, and contractual controls.
• Identify manual documentation, duplicative reviews, administrative overhead, and inefficient handoffs that can be improved or automated.
• Support adoption of tools and automation, including Jira, Azure DevOps, Clarity, ServiceNow, Power BI, Copilot, and other AI-enabled productivity tools.
• Help define and track meaningful BSA metrics, including requirements quality, backlog readiness, story readiness, defect leakage, rework, cycle time, stakeholder satisfaction, and support handoff quality.
• Promote reusable templates, playbooks, domain knowledge repositories, and AI-enabled accelerators to improve consistency and speed.

Customer and Stakeholder Management

• Serve as a trusted BSA and product enablement partner to customer product owners, business stakeholders, portfolio leaders, IT leadership, and NTT account leadership.
• Build strong relationships with customer teams by demonstrating healthcare domain understanding, business ownership, and proactive communication.
• Represent the BSA organization in customer governance forums, backlog discussions, requirements reviews, product planning, escalation discussions, portfolio reviews, and operational meetings.
• Anticipate requirements risks, business alignment issues, and delivery readiness gaps, and work collaboratively with stakeholders to resolve them before they impact delivery.
• Support executive-level communication by translating requirements risks, business impacts, and product readiness gaps into clear business language.

Required Qualifications

• 12+ years of progressive IT delivery, business systems analysis, product enablement, requirements management, or delivery leadership experience.
• 10+ years of direct healthcare payer or health plan experience is required.
• Experience with healthcare platforms or domains such as OHI, HRP, claims platforms, provider data, member enrollment, EDI, FHIR, interoperability, data platforms, or regulatory programs.
• Demonstrated experience supporting healthcare payer capabilities such as claims, enrollment, provider, member, benefits, product configuration, compliance, Medicare, Medicaid, commercial products, data, interoperability, or operational platforms.
• 5+ years of experience leading teams of 30+ individuals, including onshore and offshore resources.
• Proven ability to lead BSA teams, improve requirements quality, strengthen traceability, support backlog readiness, and align business analysis work to delivery outcomes.
• Experience leading teams in a managed capacity or managed services model.
• Strong understanding of Agile, hybrid, and waterfall delivery models, with practical experience supporting persistent teams or product-aligned delivery.
• Ability to coach BSAs on requirements elicitation, stakeholder engagement, process flows, user stories, acceptance criteria, backlog refinement, traceability, UAT readiness, and support transition.
• Strong customer-facing communication skills with the ability to influence business, IT, product, and executive stakeholders.
• Demonstrated ability to build team trust, improve accountability, and create a collaborative delivery culture.

Preferred Qualifications

• Prior experience in a healthcare payer account, health plan, managed care organization, or healthcare technology services environment.
• Experience with Jira, Azure DevOps, Clarity, ServiceNow, Power BI, Microsoft Copilot, or similar delivery, product, and requirements tools.
• CBAP, Product Owner, CSM, SAFe, PMP, or similar certification preferred.
• Experience improving BSA operating models, reducing requirements-related rework, implementing requirements traceability, or enabling product-aligned delivery.
• Experience using AI-enabled tools to improve requirements documentation, backlog readiness, stakeholder review, or knowledge management.

Role Expectations

The Director must be able to step into the role with immediate credibility in a healthcare payer environment. This position requires a leader who understands healthcare business processes, can guide BSAs through complex delivery situations, and can partner effectively with customer product owners, business stakeholders, and IT teams. The role is expected to balance domain expertise, requirements excellence, product enablement, operational discipline, and people leadership while supporting the account’s shift toward a more efficient and product-aligned delivery model.

Pay Transparency

Where required by law, NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this remote role is $102,026 -$188,938. This range reflects the minimum and maximum target compensation for the position across all US locations. Actual compensation will depend on a number of factors, including the candidate’s actual work location, relevant experience, technical skills, and other qualifications.
