Duties Summary
This position serves in the Finance and Administration Branch (F&A), Hawaii Emergency Management Agency (HIEMA), Department of Defense. The F&A provides administrative management, financial, procurement and contract administration, and human resources management services and support to the Agency's Administrator and its Branches relative to administering federal funds needed for disaster-based projects. Responsibilities include, but are not limited to, the directing and coordination of the agency's planning, programming, and budgeting activities and maintenance of budgetary and fiscal controls over federal, State, and other extramural funds appropriated to the agency; the establishment and implementation of policies, procedures, and standards on HIEMA's management system; the promulgation of regulations and policies related to the management and administration of State personnel; the directing and control of the State purchasing and contracting activities and property accountability; assistance in the development and implementation of federal and State legislative programs; and the direction and coordination of the administration of the occupational safety and health program; worker's compensation program; fleet insurance program and federal and State tort claims programs. This position is responsible for accounting and financial advisory services related to the maintenance of the Project's accounting system which involves accountability in both the federal and State systems; and the proper allocation of funds of various projects and contracts in the operations associated with the disaster recovery activities of multiple open disasters. This position also serves as a State Emergency Response Team (SERT) and Emergency Response Team (ERT) member during emergencies and disasters.
Minimum Qualification Requirements
KNOWLEDGE : Knowledge of principles and practices of commercial and governmental accounting; preparation and analysis of financial statements and reports; public fiscal administration including budgeting and financial reporting; applicable federal and State accounting system and procedures; office practices and procedures; and principles and practices of supervision. SKILLS / ABILITIES: Ability to devise and install accounting methods, techniques, and procedures; adapt and integrate accounting systems and procedures from various governmental jurisdictions; prepare complete and accurate reports and standards; analyze data, detect errors and correct inconsistencies in accounting records; advise managers and others on fiscal management issues and funding allocations; oversee and evaluate the work of other entities; and maintain effective working relationships with others. EDUCATION: Bachelor's degree from an accredited four (4) year college or university with major work in accounting. Experience may be substituted for education on a year-to-year basis. Experience must be of such scope, level and quality to assure the possession of knowledge, skills, and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree. EXPERIENCE: Three and a half (3-1/2) years of progressively responsible work experience which demonstrated knowledge of accounting and auditing principles and methods. Applicant must possess a valid license to drive in the state of Hawaii. This requirement is due to the potential for independent travel at all times of the day or night during activation, deployment, and other transportation requirements during emergencies. Must be able to obtain a security clearance. The SEOC is a closed environment without windows. The facility requires continuous maintenance and improvement. Incumbent must be able to work in such an environment. Other EOC locations may be activated as necessary. Able to work effectively and efficiently in an open office environment and sites with periodic interruptions and distractions, moderate noise levels and under deadlines and pressure situations. Conditions of work require the ability to be available at all times, work additional hours with little or no advance notice and for extended periods of time, including weekends, and beyond normal work hours with little rest to support emergency/disaster preparedness, mitigation, response, and recovery activities.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will", which means that you may be discharged from your employment at the prerogative your department head or designee at any time. Listed below is a summary of the benefits the State offers to exempt employees, which is based on full-time employment.
Paid Holidays
Eligible for 13 paid holidays each year; 14 holidays during an election year.
Paid Vacation
Eligible for 21 days per year.
Paid Sick Leave
Eligible for 21 days per year.
Other Leaves
Reasonable time off with pay may be provided for jury or witness duty, a death in the family, some military duty, and donation to the Blood Bank. Leave sharing donations may be granted to eligible employees who have serious personal illnesses or injuries or need to care for a seriously ill or injured family member. Various leaves without pay may also be granted with full re-employment rights.
Health Insurance
The State pays a part of the premiums for each employee's enrollment in a State sponsored Medical, Drug, Vision, and Dental Plan. For more information, visit the Employer Union Trust Fund website for coverage and options.
Group Life Insurance
The State provides a free life insurance policy for eligible exempt employees.
Retirement Plan
The State contributes to a retirement plan for eligible employees. Generally, employees under the Hybrid Plan with 10 years of credited service and who have reached 65 years of age or have 30 years of credited service and have reached 60 years of age may retire and receive benefits. Premium Conversion Plan
Participating exempt employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.
Flexible Spending Accounts
Eligible exempt employees can reduce their federal and state income taxes and social security taxes by setting aside money from their paychecks to pay for eligible out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.
Transportation Benefits
Participating employees may increase their take-home pay by having the State deduct qualified transportation expenses (i.e. eligible parking fees, monthly bus passes for TheBus, fare coupons for The Handi-Van, Vanpool Hawaii participation fee, etc.) through pre-tax payroll deductions.
Deferred Compensation
The State offers exempt employees a tax-deferred retirement savings program. This program allows employees to build a retirement nest egg through voluntary, pre-tax payroll deductions. A broad range of investment options are available to select from.
Temporary Disability Insurance
Qualified exempt employees may be eligible to receive partial wage replacement, at no cost to the employee, for a disability caused by a non-work related injury or illness under this program.
Social Security
As an employer, the State also contributes to an exempt employee's social security account.
Training & Continuing Education
The State supports developmental activities related to an exempt employee's work. In many departments there are numerous in-service training opportunities available. Sabbatical leaves with pay are available for qualified employees.
Travel Expenses
The State may pay for certain business related travel expenses including mileage reimbursement for use of a personal car during work, airfare, meals and lodging expenses for trips to neighbor islands or out of state.
Union & Collective Bargaining
Exempt employees may have the right to join the union for collective bargaining with the State and employee representation depending on the status of the exempt position.
