Under supervision of the County-Clerk/Registrar of Voters (or his/her designee), to lead, oversee and participate in the more complex and difficult functions and essential services to the community by assisting and processing voters on Election Day. Prepares, assembles and distributes publications, notices sample ballots, and other related election materials; assists in the set up of voting locations throughout the County, provides resources to staff and the public regarding the more complex areas of assignment; and to do related work as required.

SUPERVISION EXERCISED Exercises technical and functional (lead) supervision over assigned Voting Center Staff.

Examples of Duties


Leads, organizes and reviews the work of assigned staff; provides training to staff; performs the more complex and specialized administrative and clerical duties in the functional area; prepares, assembles and distributes publications, notices, sample ballots, and other materials related to elections; issue ballots to eligible voters at the Vote Center; responsible for setting up and closing of their assigned Vote Center; ensures the maintenance, security and confidentiality of information received; answers questions and provides information to the public; operate standard office equipment including computer equipment.

OTHER JOB RELATED DUTIES Performs related duties and responsibilities as assigned by the Registrar of Voters.

Employment Standards / Minimum Qualifications

Knowledge of :

• Basic principles of supervision and training.
• Operations, services, policies and procedures within assignment.
• Office practices, methods, and computer equipment, applicable to the administration of the Voter's Choice Act.
• Principles and procedures of record keeping.
• Basic mathematical principles.
• English usage, spelling, grammar, and punctuation.
• Operational characteristics, functions, and procedures of the computer network system used in the Voting Centers.

Skill to:

• Operate modern office equipment, including computer equipment.

Ability to :

• Lead, organize and review the work of assigned staff.
• Learn and utilize computerized software programs as assigned.
• Learn and apply rules, laws, and regulations governing the assigned area.
• Research and analyze information.
• Independently perform the most difficult administrative and specialized duties in the area of work assigned.
• Respond to requests and inquiries from members of the community regarding the functions and the processing within the Vote Center locations.
• Compile and maintain records and prepare routine reports.
• Understand and follow oral and written directions.
• Deal tactfully and courteously with the public and other County staff when providing
• information.
• Communicate clearly and concisely, both orally and in writing.
• Maintain confidentiality of records and information received.
• Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

EDUCATION AND EXPERIENCE
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience :

• Work or voluntary experience involving public contact which would provide for the required knowledge, skills and abilities, including previous supervisory/lead experience over the assigned staff.

Training:

• Equivalent to the completion of the twelfth grade.

License or Certificate:

• Depending upon assignment, some positions may require the possession of, or the ability to obtain, a valid California Class "C" Driver's license.

Special Requirements: Essential duties require the following physical skills and work environment:

Ability to work in a standard office environment including the ability to sit, stand, walk kneel crouch, stoop, squat, and lift 45 lbs.; ability to travel to different sites and locations within the county; and ability to work non-traditional office hours, including early morning through late night hours.

Federal Law requires that Vote Centers be staffed with at least one (1) worker who is bilingual in the language identified by the Voting Rights Act. Madera County must provide at least one (1) worker in each vote center who can read, write and speak Spanish. Applicants should include the languages spoken with their application.

PRE-EMPLOYMENT MEDICAL REQUIREMENTS:
As a condition of employment with the County of Madera, a candidate must submit to a Tuberculosis (TB) screening, and related follow up testing as necessary. Designated classifications* are also subject to a medical examination, which includes a review of medical history. TB screenings and medical exams are administered by the Madera County Public Health Department and/or health care professional designated by the County.

This position is an Extra Help position. Benefits associated with extra help employment are:
• Step increases up to and including the H step, shall be considered after completion of each two thousand (2,000) hours of paid employment.
• Forty (40) hours of paid sick leave for extra help employees who are employed for thirty (30) days or more, to be utilized upon completion of ninety (90) days of extra help employment. Extra help employees shall then be credited with forty (40) hours of sick leave each year on their anniversary date.
• Participation in the Public Employees' Retirement System's Retirement Plan, following the completion of one thousand (1,000) hours of paid employment within a fiscal year.
• Participation in the Public Employees' Health Insurance Plan, following the completion of an initial twelve (12) month measurement period whereby an extra help employee averages at least 130 hours of paid employment per month. After the initial twelve (12) month measurement period, an extra help employee's hours will be measured on an annual basis to qualify for initial or continued benefits.
