Management and Program Analyst

Summary

This position is located in the Architect of the Capitol (AOC), Office of the Chief of Operations, Office of the Executive Director of Facilities Operations, House Office Buildings (HOB), Administrative and Operational Support Section. The Management and Program Analyst provides management and program analysis support to the Administrative Officer on the Jurisdiction's program operations.

Duties

The scope of functions includes workforce analysis, operating program analysis and records management.

Tour of Duty: 6:00 p.m. - 2:30 a.m.

This is a career ladder position requiring the incumbent to perform progressively more complex duties and responsibilities leading to the full performance level. The duties and responsibilities are stated at the GS-13 level; candidate will have non-competitive promotion potential to the GS-13.

Duties include, but are not limited to:

• Conduct studies to identify possible problems and recommend Human Resources actions.
• Provide advice and insight on Human Resources actions and analyzes how they impact House Office Buildings.
• Review and evaluate all Human Resources requirements of the organization and recommends appropriate actions.
• Evaluate the overall costs for time and attendance, leave, worker's and unemployment compensation and medical surveillance programs and determines improvements to provide the most cost effective and efficient reduction in program costs.
• Provide supervisors guidance to ensure support for equal employment opportunity (EEO) goals and requirements.
• Analyze and evaluate in quantitative and qualitative terms the effectiveness of program operations in meeting established House Office Buildings goals and objectives.
• Evaluate organizational program methods and procedures.
• Assist with functional management reviews and evaluates program compliance with Architect of the Capitol policies and procedures.
• Provide input for developing and implementing functional short- and long-term goals. Provide advice to management on the effectiveness and productivity of overall program operations.
• Perform analysis and prepare substantive and detailed briefings of findings to the Administrative Officer, Executive Director, Deputy Executive Director and managers.

To be employed by the Architect of the Capitol in a paid position, an individual must meet one of the categories below:

• A citizen of the United States;
• A person who is lawfully admitted for permanent residence and is seeking citizenship as outlined in 8 U.S.C. 1324b(a)(3)(B);
• A person who is admitted as a refugee under 8 U.S.C. 1157 or is granted asylum under 8 U.S.C. 1158 and has filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible;
• A person who owes allegiance to the United States (nationals of American Samoa, Swains Island, and the Northern Mariana Islands, and nationals who meet other requirements described in 8 U.S.C. 1408); or
• A person who is currently an officer or employee of the Government of the United States.

Qualifications

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-09 grade level in the Federal service. Specialized experience is defined as having experience:

• Utilizing a variety of types of office automation software, i.e., database, spreadsheet and word processing; and knowledge of the similarities, differences and integration of the different software types. Knowledge of grammar, spelling, punctuation and required formats;
• Generating summary reports, preparing feedback surveys, and conducting data collections and presenting findings; and
• Assisting and/or supporting workforce analysis, operating program analysis and records management for the jurisdiction.

OR

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR

Combination of specialized experience and education.

Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-11 grade level in Federal service. Specialized experience is defined as having experience:

• Developing and updating file plans and procedures for paper and electronic records so that records are organized;
• Performing administrative functions, including compliance with human capital policies and procedures, workforce efficiency and effectiveness studies and conflict resolution intervention; and
• Developing standard operating procedures and program evaluation plans.

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-12 grade level in Federal service. Specialized experience is defined as having experience:

• Providing management and program analysis support to the Administrative Officer on the Jurisdiction's program operations;
• Providing advice on agency-wide Human Resources policies, procedures and guidelines and the Architect of the Capitol Collective Bargaining Agreement; and
• Conducting reviews of House Office Buildings functional programs to determine if they contribute to efficient and effective operations.

Education

GS-11: Education may be substituted for specialized experience as indicated above. If using education to qualify, candidates must provide transcripts, if selected.

GS-12: No education substitution.

Special Instructions for Foreign Education:

Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.
