Behavioral Health Clinician

Under immediate (I, II), general supervision (III), or general direction (IV), provides clinical or administrative psychiatric behavioral health services in a multi-cultural, multi-disciplinary environment through the use of therapy (individual, family or group), case management, interagency collaboration and community organization. This classification is a for cause, exempt position. Behavioral Health Clinician IV (licensed) - is the expert level of the series, able to independently perform the most complex clinical and case management assignments and provide clinical supervision according to licensure and training. Demonstrates leadership within the multi-disciplinary team. Reports to Behavioral Health Site Supervisor, Deputy Director or Systems Administrator. This is not a supervisory classification, however incumbent may provide some training and guidance for Health Assistant I, II, and other support staff. May also provide clinical licensing supervision for Behavioral Health Clinician I, II and staff as authorized by the State Board of Behavioral Sciences and department management. May also provide leadership and guidance within a team in the absence of the Behavioral Health Site Supervisor.

Essential Functions

Duties may include, but are not limited to the following:

  • Independently assesses, evaluates and provides mental health and/or substance abuse services including individual, group and family therapy/counseling, rehabilitation, crisis intervention and case management services for persons with serious mental illness or youth with serious emotional disturbance utilizing culturally-sensitive, client/family-centered, strength-based, wellness and recovery models of service delivery
  • Independently completes clinical documentation and maintains productivity according to department standards with minimal administrative oversight
  • In collaboration with other members of the multi-disciplinary team, including consumers and family members, participates in the development of treatment plans, coordinates treatment, case management and discharge planning
  • Collaborates on behalf of the consumer/family with other support services provided by health care, social services agencies and community organizations
  • Develops and participates in training on a variety of topics such as cultural competency, clinical practice, compliance, treatment planning and case management, and makes presentations to local agencies and community groups regarding issues related to mental health or substance abuse; Provides administrative support services including outreach and information about how to access and apply for state and federal programs (such as Medi-Cal), performs pre-screening and assists in paperwork completion to determine eligibility; Provides 5150 evaluations and writes holds as appropriate; Provides clinical supervision to unlicensed clinicians and student interns within the context of licensure, in keeping with BBS regulations and according to applicable Siskiyou County Behavior Health (SCBH) policies
  • May participate as a member of a committee or team as assigned, and develops and/or delivers related training materials to other staff, consumer/family members or the public
  • May provide leadership and support to Behavior Health Clinicians providing clinical supervision through the facilitation of a supervision group etc.
  • Provides support to the Clinical Administrator with assigned duties to ensure efficient clinic operation
  • Performs other related duties as required.

Comprehensive Knowledge of: The diagnosis, assessment, prognosis, treatment, rehabilitation and case management for persons with serious mental illness, alcohol and drug issues, co-occurring disorders and/or youth with serious emotional disturbance; Ability to independently apply effective therapeutic techniques and modalities, including specific promising and/or best practices; Comprehensive understanding of psychosocial and cultural factors affecting mental health and service delivery; Comprehensive understanding and ability to train other staff on clinical documentation requirements and the application of administrative procedures related to the delivery of mental health services, Medi-Cal, state and federal mental health program descriptions, treatment benefits, application procedures, etc.

Desired Skills: Through exemplary practice, expertise and professionalism provide leadership and effective working relationships with others as part of a multi-disciplinary, multi-cultural team; Assess, treat and manage cases for an ethnically diverse population with mental illness and their families; Communicate effectively in writing and orally, including public speaking; efficiently organize time and workload responsibilities; Effectively utilize agency and community resources; conduct group meetings, interpret and explain laws, rules and regulations to other staff, clients, family members and the public; Help implement state, federal and County mental health programs.

Typical Qualifications

Training and Experience: Education/Experience: A Master's degree in one of the following is required: Marriage & Family Counseling; Counseling Psychology; Clinical Psychology; Clinical Counseling; Clinical Mental Health Counseling; Counseling with an emphasis in Marriage, Family and Child Counseling; Social Work with an emphasis on Clinical Social Work; OR Other equivalent Master's degree from a college or university approved by the California Department of Consumer Affairs, Board of Behavioral Science Examiners; AND Must possess and maintain a valid California License as a: Licensed Clinical Psychologist Licensed Marriage and Family Therapist(LMFT) Licensed Clinical Social Worker (LCSW); OR Licensed Professional Clinical Counselor(LPCC)*.

A minimum of two (2) years of experience working in an acute or residential setting for Seriously Mentally Ill (SMI) Adult or Seriously Emotionally Disturbed (SED) youth, or outpatient public mental health setting providing mental health services to Transitional Aged Youth (TAY), adults or older adults with serious mental illness or youth with serious emotional disturbance and their families.

*In order to qualify for this job classification as a California Licensed Professional Clinical Counselor (LPCC), applicants must meet the following additional training and education requirements, beyond the minimum training and education required for licensure: Successful completion of no less than 500 hours of documented supervised experience working directly with couples, families or children; AND One of the following: Six (6) semester units or nine (9) quarter units specifically focused on the theory and application of marriage and family therapy; OR A named specialization or emphasis area on the qualifying degree in marriage and family therapy; marital and family therapy; marriage, family and child counseling; or couple and family therapy

Note: Proof of Master's degree and BBS licensure is required by date of hire. If qualifying as a California LPCC, proof of meeting the criteria outlined above, which allows LPCC's in the State of California to provide counseling, assessment and treatment to couples and families, is also required by date of hire. Special Requirements: Incumbents are required to maintain a (Licensed Marriage and Family Therapy) license, LCSW (Licensed Clinical Social Worker) license, Licensed Clinical Psychologist, or LPCC (Licensed Professional Clinical Counselor) license with the California Board of Behavioral Sciences as a condition of continued employment. Licensed Behavioral Health Clinicians who are California Licensed Professional Clinical Counselors must complete a minimum of six (6) hours of continuing education, specific to marriage and family therapy, in each license renewal cycle as a condition of continued employment. Certain positions may require work experience with specific age groups such as children, adults, or older adults and/or related service types. Some positions require some evening hours and weekend coverage. Related work experience with a multi-cultural client population and Spanish-English bilingual skills, desirable.

Typical Physical Requirements

Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 pounds; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX.

Typical Working Conditions

Work is performed in an office, clinic, home, or community environment; work is performed with people who may exhibit unstable and potentially violent behavior; continuous contact with other staff and the public.
