In this position you would be responsible for all programmatic operations of birth to five Head Start services in the areas of operations including ERSEA (eligibility, recruitment, selection, enrollment and attendance), Health, and childcare partnerships oversight and contract administration; includes development and implementation self-assessment, community assessment and annual public report.

MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION and/or EXPERIENCE

• Bachelor's degree in Management, Business, Early Childhood Education Administration, or a related degree with a minimum of 18 credit hours in Management, Business, or Early Childhood Education Administration.
• Five years of management experience.

CERTIFICATES, LICENSES, REGISTRATIONS

• Driver qualifications are required for this position. Valid driver license, insured vehicle available for use on the job, and a satisfactory drive record for the previous three years are required.
• Successful registration with the Central Background Registry of the Child Care Division.
• Candidate must pass a comprehensive MWVCAA background screening prior to employment.
• Candidate must pass pre-employment physical examination, renewable every two years.
• Candidate must pass pre-employment and random drug/alcohol screenings.

KNOWLEDGE, SKILLS AND ABILITIES

• Strong knowledge of federal, state and local grant budgeting requirements and
• Possess advanced computer skills. Proficient in Microsoft Word, Excel and Outlook, database software, online tools, and video conference platforms.
• Strong communication skills related to presenting information to top management, public groups, and/or the board of directors, as well as writing speeches and articles for publications.
• Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to write and present technical documents.

WHAT YOU WILL DO TO SUPPORT THE COMMUNITY This job description is not intended to be all-inclusive. Employee will also perform other reasonably related business duties as assigned by immediate supervisor and other management as required.

Program Management

• Oversees assigned service areas to ensure systems support program needs, program long and short-term goals, objectives, self-assessment goals, and school readiness goals.
• Monitors service delivery of system support programs.
• Attends Head Start Leadership Team and Management Team meetings, Head Start Director meetings, MWVCAA Program Director meetings, Policy Council meetings as appropriate, and MWVCAA Board of Director meetings.

Systems Development and Evaluation

• Maintains Head Start relationships with Federal, State, and local agencies and groups.
• Analyzes and interprets data from the Annual Community Assessment, surveys, census and other sources to identify program needs for modification or expansion.
• Supports data specialist in creating monitoring and compliance systems.

Planning, Monitoring and Record Keeping

• Plans and facilitates regular Leadership and Management Team Meetings.
• Utilizes ChildPlus and applicable databases to retrieve reports and evaluate program data, goal progress and outcomes.
• Collaborates with program leadership in program planning in order to provide for continuous improvement and to maintain compliance with federal, state and local regulations and guidelines, including:
• Completion of annual child recruitment plans
• Completion of annual selection criteria
• Completion of self-assessment, annual public report, and community assessment.
• Monitors to ensure all programs maintain full enrollment
• Monitors Child Care Partnerships service delivery to ensure compliance with Performance Standards, licensing requirements, and contracts.
• Oversees the system for providing annual training on income eligibility to staff, Policy Council and Board of Directors.

Budgets and Grants

• Works in collaboration with Associate Director of Child and Family Services, under the guidance of the Head Start Program Director to prepare and submit funding applications, including continuation applications and new applications for program development.

Public Relations

• Establishes and maintains relationships and collaborations with other Head Start programs, school districts, systems of higher education, Willamette Education Services District, the Marion Polk Early Learning Hub, and other community agencies and partners.
• Attends community and organizational meetings as appropriate.

Hiring, Training and Staff Development

• Serves as a leader by engaging with staff during training days, pre-service, wellness day, and other occasions.
• Provides training during New Staff Orientation, Pre-Service or other staff meetings as needed.

SUPERVISORY RESPONSIBILITIES

Directly supervises approximately 4-10 employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities for this position include interviewing, hiring, and training employees, as well as planning, assigning, and directing their work and appraising their performance. The Associate Director is also responsible for rewarding and disciplining employees when applicable and addressing their complaints.
