Job DetailsJob Location: Chicago - 1100 W Cermak B414 - Chicago, IL 60608Position Type: Full TimeEducation Level: High SchoolSalary Range: $25.75 - $25.75 HourlyTravel Percentage: Up to 50% Job Category: Nonprofit - Social Services Please click the following link to view the available benefits for this position: Position Summary The person in this position will work in collaboration with a counselor to provide services to clients of WestCare who have been diagnosed with a substance use disorder. Essential job functions include those listed below. Essential Job Functions Assess resource needs of clients. Work with Adult Probation, the State’s Attorney’s Office, and court team members. Provide wraparound service that includes: researching insurance and healthcare benefits, identifying services and supports needed for the participant to meet his or her goals, making referrals to appropriate services and supports, and providing the client with information or assisting the client in accessing needed services. Initiate and sustain each individual’s motivation to participate in treatment, using techniques of engagement, including therapeutic relationships, individual counseling, and brief interventions based on the stages of change. Monitoring treatment engagement. Provide advocacy at court, with stakeholders, and in the community. Educate and refer clients to community agencies and businesses that appropriately address the clients’ needs for food, shelter, clothing, employment, transportation, etc. Assist clients with establishing or re-establishing support systems within their community. Participate in clinical Drug Court team meetings regarding the clients’ current strengths and resources and their need for additional resources. Monitor clients’ progress in treatment and recovery support programs by conducting regular conferences with treatment staff (including telephone, online, and on-site discussions) regarding clients’ attendance and participation in treatment (lack of progress, progress, ongoing treatment and recovery needs, etc.). Complete documentation of services on provided forms in a timely manner in CDS. Maintain all information according to the laws of confidentiality as required by the Federal Register, General Provisions, Title 42, Chapter 1, Part 2, which prohibits making disclosures without the specific written consent of the client, or as otherwise permitted by such regulations. Assist other WestCare staff as needed in a collaborative manner to promote cooperation and portray a professional image to the community. Track mental health and substance use disorder treatment progress and monitor clients as they move into community-based recovery homes or drug-free community living. Have regular contact with probation officers between status review dates to provide pertinent information about the clients’ treatment progress/status and to coordinate services. Notify the Drug Court team of any significant change in client status, participation, living arrangements, or location, as soon as possible or within 48 hours. Participate in court calls, provide progress reports, and provide updated clinical and program compliance information on clients to the court and the team regarding treatment and recovery issues. Assist clients and their families with any expectations, needs, or requirements of the recommended facility and the Drug Court program. Assist in the referral of clients to programs licensed by the Illinois Department of Human Services, Substance Use Prevention and Recovery (SUPR). Report clients’ placement status to the Drug Court team. Provide both written and oral progress reports prior to and during each scheduled status review court date. Work with program directors to attain memos of understanding (MOUs) with various treatment providers and stakeholders. Complete Government Performance and Results Act (GPRA) reports in a timely manner. The GPRA is used to measure clients' progress in Drug Court programming. Attend Drug Court graduations and all required staff development training including cross-training, and WestCare in-service training such as conducting assessments, clinical skills, developing service plans, trauma, relapse prevention, motivation for treatment and stages of change, cognitive skills, conflict resolution, social skills, moral development, communicable diseases, and self-help groups. Embrace and embody the mission, vision, guiding principles, clinical vision, and goals of WestCare Foundation. Perform any other duties as assigned. Qualifications Essential Qualifications Certifications/Licenses: Clinical Certification, must: Hold clinical certification as a Certified Alcohol and Drug Counselor from the Illinois Alcoholism and Other Drug Abuse Professional Certification Association (IAODAPCA), or Meet the requirements specified above within two years after the date of employment; and Not work in any supervisory capacity until such requirements are met; and Work under the direct, verifiable supervision of an individual who has staff supervisory responsibility at the facility and who meets the requirements above; and Sign, and adhere to, a professional code of ethics developed by the organization. Training Must complete 40 hours of continuing education biennially if CADC licensed; or Within two years, must obtain 150 hours of clinical supervision and 225 hours of training/education (100 hours AODA Specific, 6 Professional Ethics, and 119 IC&RC Performance Domains) and complete the CADC written examination to obtain licensure. Shall have completed 80 hours of training in alcohol and other drug abuse counseling within 4 years immediately prior to the date of assuming the duties of case manager at the program, or within 2 years immediately thereafter. Education A minimum of a bachelor’s degree in social work preferred; or a bachelor’s degree with a social work major; or working toward a degree in social work; or a high school diploma is acceptable with at least two years of experience. Experience and Competencies Knowledge of the offender populations, criminal subcultures, substance abuse assessment tools, and therapeutic community concepts Bilingual is preferred Knowledge of the criminal justice system Must be highly organized, detail focused, and have excellent time management Must possess strong computer skills Excellent communication and interpersonal skills Ability to pass background check Ability to obtain and maintain OIG LEIE clearance Ability to pass pre-employment drug screening Ability to exercise good judgment and discretionAbility to work well in a team environment Adherence to the highest standard of ethical conduct, especially to standards governing confidentiality Must have professional appearance and demeanor Ability to obtain and maintain CPR certification, first aid certification, and an annual tuberculosis test Working Conditions Work is primarily performed in an office setting and in the Cook County Court House. Some outdoor activities may be required. Essential Physical and Mental Demands of the Job Physical Demands Requires mobility and physical activity: Having an adequate range of body motion and mobility to work in an office, residential, or outdoor environment including standing and walking (even and uneven surfaces), sitting for extended periods of time, bending, twisting, reaching, balancing, occasional lifting and carrying of up to 50 pounds. Use of computer and telephone systems is required, which includes coordination of eye and hand, and fine manipulation by the hands (typing, writing, and working with files). Requires the ability to defend oneself and clients in physically abusive situations through the use of approved verbal de-escalation techniques. Requires talking: Expressing or exchanging ideas by means of the spoken word. Talking is required to impart oral information to employees, clients, patients, and the public, and in those activities in which the employee is required to convey detailed or important spoken instructions to others accurately, loudly, or quickly. Requires hearing: Hearing is required to receive and communicate detailed information through oral communication. Requires seeing: Clarity of vision at 20 inches or less and at distance. This factor is required to complete paperwork for many of the employee’s essential job functions and to observe client behavior and activities in and out of the facility. The normal work routine involves no exposure to human blood, body fluids or tissues. However, exposure or potential exposure may be required as a condition of employment. Appropriate personal protective equipment will be readily available to every employee. Mental Demands Requires the ability to collect and analyze complex numerical and written data and verbal information to reach logical conclusions. Requires the ability to work and cooperate with clients, co-workers, managers, the public and employees at all levels in order to exchange ideas, information, instructions and opinions. Requires the ability to work under stress and in emotionally charged settings.
