Position Summary Transportation Planner 2 – Sustainability & Resiliency Unit, Office of Strategic Planning & Projects, Bureau of Planning, Technology, and Innovation. Headquarters: Newington, CT. Salary: $87,546.00 – $126,001.00 per year. Expires on June 1, 2026. The State of Connecticut Department of Transportation (DOT) seeks a dynamic, motivated candidate to lead plans and programs that assess and address the sustainability and climate resilience of the State’s transportation infrastructure. Responsibilities Implement and oversee programs, studies and projects to increase sustainability of DOT’s multimodal transportation system as well as meet Governor’s Executive Orders and Public Acts. Coordinate with state and federal agencies, external stakeholders and the public; present technical materials to diverse audiences; build and maintain relationships with other offices and bureaus within CTDOT. Perform complex tasks in developing, coordinating and reviewing transportation planning programs. Recommend, coordinate or participate in transportation projects; prepare and negotiate agreements and contracts; oversee and participate in environmental studies. Prepare and review reports, studies, surveys in compliance with department policies, state and federal laws and regulations. Lead coordination of activities or projects with local, regional, state and federal agencies, consultants, and stakeholders. Investigate and respond to public inquiries and complaints regarding transportation issues related to unit programs and projects. Conduct field work and travel as required; may make presentations at legislative or public hearings. Duties (additional) Review and comment on legislative and regulatory proposals. Oversee studies and projects related to the IIJA programs (Carbon Reduction, PROTECT, NEVI) and ensure compliance with department standards and laws/regulations. Administer projects to keep them organized, documented and communicated effectively. Participate in working groups and document processes to integrate sustainability and resiliency initiatives. Recommend strategies to promote incorporation of sustainable or resilient practices into programs, plans, or projects. Investigate and respond to public inquiries regarding sustainability and resiliency programs and/or projects. Perform other environmental and planning related duties as required. Qualifications General Experience: Seven (7) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning. Special Experience: One (1) year of this experience must include individual responsibility for coordinating complex planning projects in a relevant planning area. Substitutions: College training may substitute for up to four (4) years of experience (15 semester hours = 0.5 year). A Master’s degree in a closely related field may substitute for one (1) additional year of experience. Preferred Qualifications: Bachelor’s or master’s degree in Transportation/Regional/Urban Planning or related fields. Experience in sustainability or climate change resilience planning. Experience interpreting GIS, aerial photography, field investigation reports. Experience communicating and presenting to internal teams or external groups. Program and project management experience. Reading and interpreting technical state and federal guidance documents or regulations. Computer skills: Microsoft Office 365, Excel, SharePoint, Access, Adobe Acrobat, Bluebeam, ArcGIS, MicroStation or AutoCAD. Knowledge, Skills and Abilities Knowledge of multi-modal transportation planning theory, practices and methodologies. Knowledge of environmental considerations involved in transportation planning. Interpersonal, oral and written communication skills. Ability to develop and use planning software and models, forecast trends, comprehend and interpret laws and regulations. Analytical ability and leadership ability. Other Requirements Valid Motor Vehicle Operator’s license. Possibility of travel, primarily within the state, and field work in all weather conditions.
