Resource Management Specialist 1 or 2 Location: Portland, Oregon (US-OR). Non-Union Position. Hybrid schedule available for Oregon & Washington residents. Regular full-time, exempt. Posting # 5607. Role Overview The Resource Management Specialist (RMS) supports the safe, reliable, and cost-effective delivery of natural gas by forecasting and coordinating schedules for field personnel across customer service, system maintenance, construction, restoration, locates, standbys, and emergency response. Day to Day Responsibilities Build personnel schedules and monitor resources to ensure adequate coverage for planned work. Ensure effective and safe assignment of work and field resources across business units and geographic areas for maximum efficiency. Administer staffing and resources, respond to emergencies during business and non-business hours, and manage daily business needs and projects in a timely manner. Integrate work forecast and plan information into day‑to‑day operations for efficient management of work and resources. Coach, guide, and mentor field supervisors on RMC processes and procedures; make planning recommendations to stakeholders regarding resource allocation. Manage employee absences, physical restrictions, and attendance, collecting required information and working with supervisors and HR to take appropriate action. Work closely with stakeholders when scheduling field employees for time off, balancing company priorities and maintaining required field resources. Use PC skills to generate and coordinate reports using Microsoft Office Suite, Clevest, and Workforce. Apply and maintain knowledge of field and business operations, policies, and procedures; adhere to organizational, local, state, and federal guidelines. Act as a technical resource, providing training to new and existing system users and developing training materials. Partner with BAS team members and IT&S to troubleshoot issues and design solutions for the RMC. Manage travel processes for field employees traveling out of town for planned or emergency work. Promote the Collective Bargaining Agreement philosophies and directives. Demonstrate leadership and decision‑making behaviors; maintain technical job knowledge and personal skill development. Participate as a subject matter expert for audit preparation and data gathering to demonstrate compliance. Support a culture of safe work practices by enforcing fatigue management and rest period guidelines. Qualifications 1–2 years of experience in resource management, planning, deployment, logistics, project management, data analytics, or related field positions; 3+ years required for Level 2. Bachelor’s degree, applicable certification, or equivalent education preferred. Ability to establish and maintain effective relationships with internal and external stakeholders. Ability to provide user support for the RMC systems and communicate with users at all levels. Proven presentation and training skills for small and large groups. Ability to develop and maintain training materials; may require travel to Resource Centers. Strong analytical, logical, and problem‑solving skills with attention to detail. Ability to handle multiple emergent demands in a dynamic environment. Excellent verbal and written communication skills. Team player who collaborates to achieve targets and goals. Proficiency with work‑management tools and Microsoft Office suite; strong research, data collection, and analysis skills. Personal availability to respond immediately to emergency staffing needs. Physical, Environmental & Scheduling Requirements The schedule is typically Monday‑Friday, day shift hours between 6:30 am and 5:00 pm, subject to change based on business needs. A hybrid schedule may be possible after training. Compensation & Benefits Base salary range: $68,600.00–$94,150.00 per year for Level 1; $81,500.00–$111,850.00 per year for Level 2. Annual Target Incentive: Level 1: 7.5% target; Level 2: 9.5% target. The incentive may range from 0 %–200 % of target and is subject to change.
