Summary About the Position: Analyzes and manages complex programs, funding, and projects across the Pacific, providing data-driven insights and sound recommendations that help military and government organizations plan, deliver, and oversee critical facilities, environmental, real estate, and infrastructure projects. Responsibilities Track and control funding for projects, make sure money is used properly, and recommend adjustments when needs or costs change. Review costs, schedules, spending, and progress to identify trends, risks, and potential problems and provide recommendations to leadership. Develop budgets, workload projections, and performance reports to help leadership plan resources and meet program goals. Review project data for accuracy, identify issues, and recommend improvements to ensure leaders have reliable information for decision-making. GS-07 Qualification Requirements Specialized Experience: One year of specialized experience which includes 1) collecting and compiling program data; 2) tracking financial transactions in automated systems; and 3) drafting routine project status updates. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as accounting, finance, business administration, public administration. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as accounting, finance, business administration, public administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-11 Qualification Requirements Specialized Experience: One year of specialized experience which includes 1) evaluating program operations to recommend improvements; 2) managing project fund allocations and expenditures; and 3) briefing leadership on overall budget and program status. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, finance, business administration, public administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
