JOB PURPOSE
The Government Contract Manager is responsible for overall contract execution and serves as the primary point of contact for the customer and GXC personnel assigned to government contracts. This role provides day-to-day leadership of contract operations, ensuring performance meets the Statement of Work, quality control standards, staffing requirements, and all applicable federal, state, and local requirements.
The Contract Manager owns operational delivery across assigned contract site(s), including scheduling and post coverage, supervision of supervisors and officers, incident response and investigations, credentialing and compliance oversight, customer relationship management, and coordination of reporting and deliverables. This position is designed to operate across multiple government contracts and mission environments. The Contract Manager must adapt local procedures and staffing approaches to the unique requirements of each contract while maintaining consistent GXC standards for readiness, documentation, accountability, and customer service.LOCATION: Centers for Medicare and Medicaid Services - Baltimore, MD
KEY RESPONSIBILITIES Contract Leadership and Supervision• Supervise all personnel assigned under applicable government contracts, including Armed Protective Security Officers, supervisors, and administrative support staff, ensuring standards of conduct, readiness, and performance are consistently met.
• Provide clear direction, coaching, and corrective action as required; document performance issues and escalate workforce risks to division leadership promptly.
• Know the assigned workforce to evaluate readiness, reliability, morale, training posture, and emerging risks to coverage or performance. Staffing, Scheduling, and Post Coverage

• Maintain contingency plans for absences, surges, and emergencies; coordinate rapid backfill and coverage solutions in alignment with contract requirements.
• Maintain schedule visibility at least two weeks out, and further in advance when possible, to reduce preventable coverage failures and late staffing actions.
• Ensure open posts are documented, escalated, and reported within contract-required timelines, and that root causes are identified and addressed.
Operational Compliance and Quality Control
• Implement, monitor, and continuously improve the contract quality control plan; ensure the workforce complies with the Statement of Work, customer directives, post orders, collective bargaining requirements where applicable and GXC policies.
• Ensure all required government reporting, documentation, and deliverables are complete, accurate, and submitted on time.
• Maintain disciplined oversight of required logs, trackers, and contract-specific records, including daily reporting, monthly meeting documentation, certification records, and required operational submissions.
• Know and apply the Collective Bargaining Agreement as a management tool for bargaining-unit employee administration, discipline, and workforce decision-making.
Customer Relationship Management and Program Oversight
• Serve as the focal point for the customer for all program activities and be accountable for quality and standards conformance.
• Work closely with applicable government stakeholders and site representatives to address issues, communicate status, and sustain customer confidence.
• Lead monthly and recurring customer /program meetings; maintain real-time meeting agenda and ensure action items are documented, assigned, and followed through to closure.
Investigations, Incident Response, and Risk Management
• Be available on a 24-hour basis to ensure prompt response to emergencies or exigent circumstances affecting contract performance or personnel safety.
• Conduct prompt, thorough internal investigations of reported allegations or incidents; coordinate escalation and reporting in accordance with contract and company requirements.
• Administer disciplinary and corrective-action processes in accordance with policy, including timely documentation, leadership notification, review routing, and final records retention.
Property, Equipment, and Resource Accountability
• Ensure equipment and property are tracked, safeguarded, and accounted for; address losses, damage, and control failures immediately.
• Manage resources within budget constraints and support planning that meets objectives, develops contingencies, and maintains mission readiness.
• Ensure vehicle logs, inspections, maintenance communications, and other resource accountability documentation are completed accurately and on time where vehicles or assigned equipment are part of the contract.
Program Reviews and Continuous Improvement
• Conduct periodic program management reviews and inspections to validate compliance, readiness, and quality of services; document findings and implement corrective actions.
• Develop, maintain, and update contract specific local SOPs as required to reflect contract requirements, customer directives, and operational lessons learned.
• Conduct or ensure completion of required site visits and uniform inspections; verify supervisory field presence, documentation quality, and standards conformance.
Technology and Operational Tools
• Utilize TrackTik or designated security management platforms as part of the security strategy, including patrol verification, incident reporting, shift documentation, uniform inspections, and operational oversight as required. • Utilize the Government-required Post Tracking System (PTS) for validation of post staffing and maintain working knowledge of troubleshooting procedures, device status reporting, escalation channels, and replacement/provisioning requirements.
• Review 139s and related documentation to ensure hours reflected in operational systems, payroll approval workflows, and invoicing support are accurate and aligned.
• Maintain monthly hours reports, operations logs, invoice-support data, and discrepancy memoranda to ensure billing documentation is internally validated before submission to Finance.
• Maintain credentialing and training oversight through applicable systems and logs, including weekly review of master certification records, expiring training outlooks, and required reporting to Quality or customer stakeholders.
QUALIFICATIONS / EXPERIENCE
• U.S. citizen with the ability to obtain a government suitability or security clearance (Top Secret preferred), or lawful permanent resident who is currently a member of, or possesses a verifiable honorable discharge from, any component of the United States Armed Forces (as applicable to contract requirements).
• Possession of a Social Security Card issued by the Social Security Administration bearing the individual’s name and Social Security number.
• Minimum of five (5) years of specialized experience, including project development and implementation from inspection to deployment; management and control of funds and resources using complex reporting mechanisms; and demonstrated capability managing multi-task contracts or subcontracts of varying type and complexity.
• Bachelor’s degree in any field of study, or substantial and verifiable law enforcement, military, or business management experience demonstrating capacity to effectively manage a security force and contract operations of comparable scope, magnitude, and complexity.
• Proficiency with Microsoft Office and standard business systems used for scheduling, reporting, and documentation.
• Outstanding interpersonal and communication skills; verbal and written fluency in English required.
• Ability to work effectively in a team-oriented environment while also operating independently with disciplined follow-through.
• Ability to provide high-quality customer service and handle emergency situations efficiently and effectively at customer sites.
