The Davis-Bacon Act Compliance Officer will provide onsite and remote federal program leadership.Responsibilities:Oversee the compliance of Davis-Bacon Act (DBA) requirements on large construction projects financed by a federal client located across the USWork with the team responsible for monitoring and enforcing compliance with DBA prevailing wage requirementsRespond to wage compliance questions and concerns from federal agency employees, management, or project contractors and construction workersReport potential wage violations and conduct investigations, notifying appropriate authorities when necessaryConduct site visits, field observations, and interviews with construction workers to ensure appropriate classification and pay of workersCollect and review weekly Certified Payroll Reports (CPRs) and supporting payroll records (e.g., statements of compliance, fringe benefit statements, payroll deductions, apprentice registrations/ratios, etc.)Submit Semi-annual Enforcement Reports to the Department of Labor (DOL)Identify the applicable wage determination for a particular project or work classificationReview and submit wage classification conformance requests to the DOL as necessaryCoordinate DBA compliance activities, prioritizing tasks to minimize compliance risk for the federal programProvide support and guidance to technical resources for DBA requirements, coordinating, as required, with work performed in other internal and external organizationsUse technical judgment to identify potential operational risks, develop risk mitigation strategies and corrective actions for DBA complianceInitiate, design, develop, implement, and evaluate new processes, products, or systems for DBA complianceConduct training for other DBA staff and, indirectly, for team members, clients, and projectsRequirements:Minimum of US Citizenship required to obtain client issued Public Trust8+ years of experience in DBA program managementDemonstrated ability to team across several different fieldsDemonstrated leadership skills, including the ability to successfully plan, organize, lead, and monitor team efforts to completionAbility to effectively prioritize and implement tasks in a high-pressure environmentDemonstrated knowledge of and experience with implementing DBA policies affecting activities, projects, or initiativeExcellent written and oral communication skillsExcellent attention to detail and an understanding of fundamental business writingExpertise in Microsoft Office Products (i.e., Word, Excel, PowerPoint, and Outlook)Education: Bachelor's DegreeCompensation: Includes paid holidays, vacation, sick leave, 401k matching, life insurance, health, vision, and dental benefits.This position is not available for Corp-to-Corp or 3rd party sourcing.We are an equal opportunity employer, and all qualified applicants will receive consideration for employment without regard to race, color, religion, sex, national origin, disability status, protected veteran status, or any other characteristic protected by law.
