Community Resilience Coordinator

Community Resilience Coordinator Salary: $8,429.47 – $11,577.50 monthly. Grant funded through February 4, 2029. 9/80 work schedule with every other Friday off. Full‑time on‑site position. About The Position Join the City of Gilroy and help shape the future of community preparedness, recovery, and resilience. The Community Resilience Coordinator (CRC) will lead innovative efforts to strengthen the City’s ability to prepare for, respond to, and recover from natural disasters and emergency situations. Under the direction of the Assistant City Administrator, the CRC will develop, implement, and lead a comprehensive local resilience vision, strategy, and planning related to emergency preparedness and responsive programs. The CRC will also focus on services for at‑risk populations, develop mitigation solutions, secure and manage grant funding, deliver community resilience education and training, and partner with local, state, and federal agencies and community stakeholders. The position is essential during City emergencies and requires availability to support the Emergency Operations Center. Responsibilities Develop, implement, and lead comprehensive resilience vision, strategy, and local planning. Build services and programs for populations at higher risk during disasters. Develop solutions to reduce disaster risks and secure and manage mitigation grant funding. Deliver community resilience education and training to diverse audiences. Partner and collaborate with local, state, and federal agencies, businesses, and community organizations to advance City goals. Manage special projects with citywide significance and perform other related duties as required. Provide support to the Emergency Operations Center during City emergencies. Act as an official public spokesperson for emergency preparedness initiatives. Maintain readiness to respond during emergencies, including evenings, weekends, and activations. First‑Year Projects Maintain existing partnerships and identify new partners to connect with communities, including individuals with Access and Functional Needs. Collaborate with partners to develop and implement outreach and education strategies, including creation and dissemination of emergency preparedness materials. Lead continued development and implementation of the Community Resilience Plan. Facilitate community education across a variety of venues, moving where people are to increase accessibility and engagement. Ideal Candidate Advanced expertise in emergency management, disaster preparedness, response, and recovery programs. Passion for community outreach and public education, delivering workshops for vulnerable populations. Strong analytical and strategic thinking skills with data interpretation and independent judgment. Confident public spokesperson delivering clear and impactful presentations. Ability to build partnerships with residents, businesses, and community organizations. Solid understanding of legal and regulatory frameworks governing municipal operations. Flexibility and readiness for emergency response, including evenings, weekends. Experience in grant writing, funding acquisition, and resource development. High motivation, organization, and ability to manage priorities and deadlines independently. Qualifications Bachelor’s degree in Emergency Management, Public Administration, Business Administration, Psychology, Social Science, or closely related field. Two (2) years of emergency‑management experience in government or related field; supplemental training or certification may substitute up to one year. Completion of NIMS training courses (NIMS 100‑700 and NIMS 800) within 11 months of hire. Completion of SEMS Emergency Management Specialist Certificate highly desired. Valid CPR/AED/First Aid certification within 6 months of hire; willing to respond to emergencies and work additional hours. Valid California Driver’s License with safe driving record. Strong computer/technology skills; willingness to pursue further education and training. Pass background and medical exams per City requirements. Preferential: Non‑tobacco user; bilingual English/Spanish a plus. Benefits Full‑time benefits include health allowance, flexible benefits plan, PERS 2.5% at 55 for classic members, 2% at 62 for new members, pension, paid holidays, annual vacation, sick leave, and 44 hours of personal leave. Employees participate in Medicare; City pays full employer portion of retiree contributions.
