Description SUMMARY : The Tribal Construction Coordinator Position plans, schedules, budgets, directs, and coordinates activities concerned with the construction of Residential Construction program projects in the AVCP region. Participates in the conceptual development of a construction project and oversees its organization, scheduling, implementation, and close‑out. The Tribal Construction Coordinator position is a Bethel based position. PERFORMANCE RESPONSIBILITIES : include the following. Ability to enforce project contract provisions. Assist in performing home assessments for Tribal construction projects. Assist in developing scope of work for Tribal Construction on anticipated scope. Formulate Tribal Construction reports concerning such areas as daily and weekly work progress, costs, and scheduling. Interpret and explain plans and contract terms to Tribal Construction job administrative staff, workers, and clients. Work with Tribal construction, lead carpenter to plan, organize and direct activities concerning construction projects. Compile Tribal construction project records and reports upon completion in accordance with established program procedures, regulations, and statutes (i.e., Davis ‑ Bacon Certified payrolls, etc.). Establish Tribal Construction project objectives, policies, procedures, and performance standards within boundaries of company policy and contract specifications. Confer with supervisors and foremen to discuss such matters as work procedures, complaints, and construction problems. Initiate and maintain liaison with owners and other contacts to facilitate Tribal Construction project activities. Monitor and control project through administrative direction of on‑site job leads to ensure project is completed on schedule and within budget. Investigate potentially serious situations and implement corrective measures. Work with contract administrator to manage financial aspects of contracts to protect company’s interest and simultaneously maintain good relationship with the community. May requisition supplies and materials to complete project. Working with Tribal Construction lead carpenter and Director to assign workers to construction sites to work on specified projects. Travel extensively throughout the region via small aircraft, boat, snow machine, or truck to conduct site visits of projects ranging from a couple days to weeks. Perform/prepare electronic travel requests and reports with AVCP’s 3rd party travel vendor. Other duties as assigned. Supervisory : Supervises and collaborates with Tribal Construction Lead Carpenter; encourages open two‑way communication with staff to enhance job satisfaction and overall morale. Develops and maintains a culturally sensitive work environment. Ensures staff have the tools and training required to effectively do their jobs. Monitors and implements all phases of the construction to ensure planning, design, ROW acquisition, Environmental, proper policies and procedures are in place and suited to meet project and community needs. Updates existing departmental policies and create new ones to improve project management procedure standardization and to enhance systemized processes. Compiles, reviews, approves construction employees’ timesheets and submits them to payroll. Conducts performance evaluations of Tribal Construction Lead Carpenters as required. Requirements WORK ENVIRONMENT: While performing the duties of this job, the employee is frequently exposed to fumes or airborne particles, moving mechanical parts and vibration. The employee is occasionally exposed to a variety of extreme conditions at construction sites. The noise level in the work environment and job sites can be loud. This position is performed in outside weather conditions. AVCP provides work related to PPE such as face masks, gloves, hard hat, safety glasses and vest. Employees are required to wear PPE when on job site. Steel toes safety work shoes are the responsibility of the employee. PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The employee is occasionally required to sit; climb or balance; and stoop, kneel, crouch or crawl. The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 75 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. QUALIFICATIONS: The individual must be able to perform each essential duty satisfactorily. Must have strong project management skills. Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions. This position requires a thorough understanding of the culture and the needs of the Tribes of the Yukon‑Kuskokwim Delta region. Strong written, oral, organizational, and analytical skills are required. Bilingual Yup’ik/English preferred. EDUCATION AND EXPERIENCE: High school diploma and 2 years field construction, management or administrative experience is preferred.
