The primary purpose of this position is: To serve as a HQ Air National Guard (ANG) senior program analyst and to provide Air Force military global experience to develop, plan, organize, and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of assigned Major Command program activities.

Duties

Help

  • Apply Air Force and Air National Guard military operational program expertise and develop, interpret, and implement policies and procedures to provide planning, programming, and budget guidance. Facilitate the identification of alternative ways to achieve the best mix of forces, equipment, and support attainable, within fiscal constraints, for Air National Guard units.
  • Develops new methods for testing and evaluating the effectiveness of planning, programming, budgeting and execution actions/processes in support of developing, maintaining and managing major ANG enterprise-wide force structure requirements process, missions and operational programs.
  • Prepares and presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual implementation/execution/operational situations are encountered.
  • Represents the organization in a variety of functional area organizations, conferences and meetings.
  • Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
  • Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to integrate Air Force SPBE system support into Air National Guard actions.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Must be able to obtain and maintain a Top-Secret clearance.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Employee may be required to work overtime
  • The incumbent is subject to short or no-notice recall to duty for emergency situations or exercise.
  • Position may perform other related duties as assigned.

In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions: Management and Program Analysis (0343)

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of advanced management and organizational principles and practices with in-depth knowledge of a wide variety range of Combat Air Forces (CAF), Mobility Air Forces (MAF), Command and Control/Intelligence, Surveillance & Reconnaissance (C2/ISR); Space and Cyber Space, Rescue, and associated mission and flight operations, tactical space lift, deployment, mobilization, exercise, flying training systems both manned and unmanned. Comprehensive knowledge of the Federal, DOD, and Air Force strategy, planning, programming, budgeting and execution (SPBE) process and thorough knowledge of Air Force, National Guard and Air National Guard program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Ability to plan, organize, develop studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial Air Force and/or Air National Guard resources, require extensive changes in established concepts and procedures, or may be in conflict with previous programming actions.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the Department of Defense Planning, Programming, Budgeting and Execution (PPBE system and policy, procedures, and schedules for developing and incorporating Air National Guard programs into Air Force's Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) and Financial Plans in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers.
  • Knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events
  • Knowledge of the relationship of the various military entities involved in overall planning and execution of military operations and evaluations and the methods in which the SPBS process supports them.
  • Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as Combat Air Forces (CAF), Mobility Air Forces (MAF), Command and Control/Intelligence, Surveillance & Reconnaissance (C2/ISR); Space and Cyber Space, Rescue, and associated mission and flight operations, both manned and unmanned.
  • Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
  • Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
