GENERAL DESCRIPTION OF JOB: Performs a wide variety of inspection, assessment, diagnostic and analysis duties associated with the initial assessment of eligible homes for energy conservation upgrades and health and safety improvements in Arapahoe and Adams Counties for Arapahoe County’s Weatherization Assistance Program. DUTIES: Performs initial assessments and energy audits on all homes receiving weatherization services. Thoroughly documents existing conditions and gathers all necessary data and information required to develop comprehensive work plans for each home. Determines appropriate level of service to be delivered, and prioritizes all energy conservation measures to be performed on each home based on cost‑effective guidelines. Conducts energy audit savings‑to‑investment ratio (SIR) calculations using appropriate computer software. Ensures that all required file documentation is complete, accurate, and signed as necessary. Generates comprehensive work orders for Field Tech crews. Provides crews with a thorough description of work and accurate material estimates for all approved measures. Determines work methods and procedures to be utilized. Initiates purchase requests for materials and/or contracted services as needed. Performs comprehensive heating system and combustion appliance safety inspections in accordance with program guidelines. Thoroughly documents results of initial inspections and initiates timely and appropriate follow‑up on all health and safety and/or efficiency issues. Interacts with the Audit/HVAC Supervisor to address appliance replacement issues and combustion appliance repairs. Works with the Audit/HVAC Supervisor to identify, document and communicate any issues that may require immediate attention, including holds, deferrals, waivers, landlord contributions, special funding, etc., and initiates appropriate follow‑up as needed. Directly communicates with clients and landlords throughout the weatherization process. Provides timely follow‑up communication as needed, both verbally and in writing, and thoroughly documents all issues and contacts. Provides thorough client education to each household that encourages customers to actively participate in conserving energy, and ensures that all clients understand the entire weatherization process. Ensures that clients are informed of potential hazardous materials that may be pre‑existing or that may be installed in their home, and that field staff are informed of any client sensitivity issues. Ensures that clients, homeowners and staff are informed of any potential safety problems in homes related to space heaters, electrical and/or structural problems, indoor air quality issues, mold, asbestos, and lead‑based paint safe work practices. With possession of required QCI certification, performs quality assurance final inspections of work performed on homes receiving weatherization services. Inspects all work completed by crews and subcontractors to verify compliance with program standards and local codes, and is responsible for the final product of each project. May pass or fail work completed by Field Techs, Furnace Techs or subcontractors, and initiates follow‑up and callbacks as necessary. Participates in quality assurance inspections performed by state and federal inspectors. Assists crews in the performance of weatherization improvements. Provides training to field staff on weatherization techniques, methods, and field work standards. Instructs personnel in specific repair and construction methods, principals and procedures. Provides written and oral reports to supervision and management as needed. Assists the Inventory Clerk with material inventory control. Helps monitor warehouse activity and checks out materials, equipment and supplies to crews as needed. REQUIREMENTS: Skills, Abilities and Competencies: Knowledge of federal, state and local regulations, standards and codes affecting the Weatherization Program. Knowledge of energy conservation techniques, theory and application, to include knowledge of the following: thermal boundaries; physics of the transfer of energy (heat loss); R-values; blower door testing; insulation practices; door, window, and glass replacement; HVAC systems; combustion appliance safety; ventilation practices; air infiltration and mitigation. Knowledge of safety practices and procedures. Ability to effectively train personnel. Thorough knowledge of methods, equipment, materials, etc. required to accomplish effective weatherization improvements. Must possess good mathematical skills and high attention to detail. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships with superiors, subordinates, vendors, contractors, state and local officials, clients, landlords and the general public. Behavioral Competencies (these are required for all positions at ACG): Accountability Accessibility Inclusivity Integrity Education and Experience: High school degree or GED equivalent. Vocational or trade school certification in energy conservation, residential construction or HVAC. 4–5 years experience in a residential construction trade, one (1) year of which should be in a project management capacity; and two (2) years of direct experience in the residential energy conservation field.)‑Or‑ An equivalent combination of education and work experience that satisfy the requirements of the job may be sufficient. Pre‑Employment Additional Requirements: Building Performance Institute (BPI) Building Analyst or Energy Auditor certification required or ability to obtain required certification within 90 days of appointment. State‑Certified Asbestos Building Inspector certificate required or the ability to acquire within 90 days of appointment into position. BPI Quality Control Inspector (QCI) certification required or the ability to acquire within one (1) year of appointment into position. This position requires a satisfactory background check, and possession of a Colorado driver’s license and a satisfactory driving record. WORK ENVIRONMENT: Work is often performed in adverse weather conditions such as extremes in heat and cold, and in unconventional areas such as attics and crawl spaces. Nature of work requires some exposure to hazardous materials. PHYSICAL DEMANDS: The following are some of the physical demands commonly associated with this position. Spends 80%-90% of the time standing, walking, crouching or kneeling while on the job. Occasionally lifts, carries, pushes and pulls up to 50 lbs. Uses equipment to move heavier items. Frequently climbs, balances, stoops, kneels, crouches, crawls, reaches, and handles while performing weatherization duties in cramped and unconventional work areas. Must be able to safely function over extended periods while wearing personal protective equipment, including full‑face respirator. Oral and auditory capacity enabling interpersonal communication. Constant use of eye, hand, and finger coordination while using tools and machinery. Physical capacity to safely operate County vehicles and equipment. Definitions: Occasionally: Activity exists less than 1/3 of the time. Frequently: Activity exists between 1/3 and 2/3 of the time. Constantly: Activity exists more than 2/3 of the time.
