Manages regional program eligibility and enrollment activities to ensure performance targets are met. Participates in workgroups, meetings and trainings to include presentations to community partners, internal staff, and others. Assists Community Care Services Eligibility Regional Director in administrative activities. Ensures timely and effective delivery of services to individuals. Essential Job Functions Prepares management reports and analyzes information to keep management informed. Plans, coordinates, and monitors service delivery to ensure effective and efficient program operations. Provides appropriate interpretation of policies, procedures, rules, regulations, and standards to regional staff, state office staff, applicants, consumers, providers, vendors, the public, public officials, etc. Collects, organizes, analyzes, and prepares information and data in response to requests for information, reports, and inquiries. Manages office operations and internal resources effectively. Develops and maintains effective working relationships with management, staff, community partners, other state agencies, federal agencies and others. Communicates on a complex level with community groups, stakeholders, and private agencies associated with programs and services to resolve problems, provide and exchange information, respond to inquiries, and improve program effectiveness and participates in group and/or community presentations. Supports the Regional Director by assisting in management and administrative operations. Participates in Disaster Relief activities to include volunteer scheduling and tracking as well as the development and maintenance of regional business continuity plans and procedures. Attends work on a regular and predictable schedule in accordance with agency leave policies, adheres to agency work rules and policies, and performs other duties as assigned. Knowledge, Skills, Abilities Selects, manages, and develops staff through conferences, mentoring, training, and performance appraisals. Prepares management reports; analyzes information to keep management informed; and responds effectively to issues. Coordinates and monitors service delivery to ensure effective and efficient program operations. Knows and interprets policies, procedures, rules, regulations, or standards to others (for example: staff, applicants, individuals, providers, the public, vendors, and public officials). Working knowledge of HHSC eligibility systems such as Microsoft SharePoint and the ability to establish and maintain effective monitoring systems. Develops and maintains working relationships with others (for example: agency staff or representatives of community resources, other state agencies, federal agencies, or the public). Collects, organizes, analyzes, and prepares materials in response to requests for information and reports. Manages office operations and internal resources effectively. Develops and maintains community resources and public relations, which includes representing HHSC on committees and work groups and consulting with public and private agencies to identify and resolve problems and discuss program effectiveness. Responds to and coordinates the resolution of Legislative and individual inquiries and complaints. Skill in the development and maintenance of business continuity plans and procedures. Registration or Licensure Requirements Must have current valid driver's license. Initial Selection Criteria Graduation from an accredited four-year college or university preferred. Minimum of 2 years’ managerial experience at a supervisor level or above in CCSE required. Excellent written communications as observed by detail and completeness of information provided on the state application. Additional Information Must be willing to attend training and/or meetings which may require overnight stay. Must be willing to travel up to 30% of the time. Must be willing to work overtime as needed.
