Position Description: As a Project Manager in our Water Resources practice, you will lead complex infrastructure projects from planning through delivery while building trusted relationships with clients, public officials, consultants, and internal teams. You will combine strong technical judgment with an engaging, proactive leadership style to align people around project goals, gain commitment, and keep work moving. This role is well suited to a results-oriented professional who enjoys variety, takes initiative, communicates with confidence and empathy, and succeeds in a fast-paced environment with multiple priorities. You will be accountable for scope, schedule, budget, quality, risk, change management, and clear project documentation throughout the project lifecycle. Essential Functions & Responsibilities: Create clarity and momentum across project teams by setting expectations, communicating priorities, and motivating others to deliver high-quality results. Build lasting client relationships by listening carefully, understanding stakeholder needs, and presenting practical solutions that earn trust and buy-in. Anticipate challenges, make timely decisions, and adapt plans as project needs, regulations, and client priorities evolve. Identify, pursue, and help secure new work by clearly communicating the value of the firm's services and connecting clients with capabilities across disciplines and offices. Establish and strengthen relationships with clients, municipal stakeholders, subcontractors, regulators, and other project partners. Represent clients and the firm at public meetings, including Authority Board, Planning Commission, and Board of Supervisors meetings; present technical information in a clear, credible, and engaging manner. Initiate, organize, and maintain complete project documentation, including scope, schedule, budget, decisions, risks, and change orders. Lead design services and project management for water and wastewater capital improvement projects from concept through construction. Own project financial performance, including budget development, forecasting, invoicing, collections, and timely corrective action when performance varies from plan. Champion quality assurance and quality control processes to deliver accurate, complete, and client-ready work products. Prepare and coordinate federal and state regulatory permit applications, supporting plans, and agency submissions. Prepare clear, coordinated bid documents, including plans, technical specifications, and supporting materials. Review private development plans for compliance with applicable authority water and sewer standards and communicate required revisions constructively. Review, interpret, and apply ordinance requirements to project planning, design, and client recommendations. Collaborate proactively with federal, state, and local government agencies and officials to advance approvals and resolve project issues. Set priorities and coordinate the work of project teams, subconsultants, and internal groups across multiple concurrent assignments. Prepare professional correspondence, memoranda, technical narratives, and complex reports tailored to technical and nontechnical audiences. Translate complex technical information into clear, practical guidance for clients, community members, decision-makers, and project partners. Develop and deliver compelling presentations that build understanding, alignment, and support for recommendations. Lead multiple projects simultaneously, balancing changing priorities while maintaining accountability for commitments and results. Maintain proactive, responsive communication with clients; surface issues early, recommend solutions, and follow through on commitments. Essential Qualifications: Bachelor's Degree in Civil, Sanitary or Environmental Engineering, or related area Registered Professional Engineer in Pennsylvania 8+ years of Water Resources Engineering experience Essential Knowledge, Skills & Abilities: Demonstrated ability to lead projects through scope, schedule, budget, quality, risk, and client expectations. Experience leading, motivating, delegating to, and developing staff. Highly organized and detail-oriented, with strong interpersonal skills and the ability to create alignment across diverse stakeholders. Consistently demonstrates integrity, candor, accountability, and sound professional judgment. Exceptional written, verbal, and presentation skills, with the confidence and empathy to influence decisions and gain buy-in from technical and nontechnical audiences. Strong knowledge of public water and wastewater system planning, design, permitting, and regulatory processes. Ability to build productive working relationships with federal, state, and local government agencies and officials. Self-directed and comfortable taking initiative, while also valuing collaboration and shared accountability. Ability to make timely decisions in a dynamic environment using independent evaluation, judgment, and appropriate consultation. Ability to analyze complex problems, engage others in evaluating alternatives, and move the team toward practical solutions. Proficiency with Microsoft 365, AutoCAD (Civil 3D preferred), and relevant hydraulics and hydrology software. Work Environment: Work is generally performed within an office environment where the noise level is usually quiet to moderate. When work is performed outdoors on construction sites, conditions may vary by client and facility. Adherence to all health and safety requirements within the office, on construction sites and detailed within our Health & Safety Manual is imperative.
