Investigative Specialist

Summary This position is located in the Office of Personnel Security and Suitability (PSS), Security Infrastructure Directorate, Diplomatic Security Service, Bureau of Diplomatic Security, U.S. Department of State (DOS). PSS is responsible for determining the eligibility of DOS personnel for access to classified National Security Information (NSI), sensitive but unclassified (SBU) information, access to intelligence information, and suitability for Federal employment. Responsibilities Serves as Contracting Officer's Representative (COR) for investigative contracts, overseeing contractor compliance and payment authorization. Develops background investigation contracts, including cost estimates, statements of work, and evaluations. Manages personnel security/suitability investigations program, overseeing Background Investigation Coordinators (BICs) and contractors to ensure quality and timely case completion. Analyzes investigative workload, sets program standards, and ensures field investigations comply with DOS and Federal Investigative Standards. Advises senior management on personnel security policy, adjudication, and workforce reliability issues. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience managing personnel security or suitability investigations program and ensuring compliance with Federal Investigative Standards. Experience serving as a Contracting Officer's Representative (COR), developing statements of work, cost estimates, and evaluating contractor performance. Experience advising senior management on personnel security policy while liaising with the Intelligence Community. There is no substitute of education for specialized experience for the GS-14 position. Education Education requirements do not apply to this vacancy announcement.
