Trade Compliance Manager

We are seeking a skilled and detail-oriented Trade Compliance Officer to join our team. In this full-time position, you will manage the import and export compliance process at Aerospace Dynamics International, Inc., ensuring import compliance as required by the Customs Regulations and relevant import activity government agencies and also export compliance to ITAR (International Traffic in Arms Regulations) as well as EAR (Export Administration Regulations). You will be responsible for reviewing routine import and export shipments, ensuring that solid compliance procedures are in place, and maintaining records in accordance with the Customs Regulations, ITAR and EAR regulations. The Trade Compliance Officer will also manage export and import licenses. This position reports directly to the site’s General Manager and requires at least three years of experience working with ITAR and EAR regulated goods as well as having a Customs Broker license or demonstrated experience in import compliance. The ideal candidate will have strong attention to detail, a good understanding of export/import regulations, and the ability to work effectively both independently and within a team. A customs brokerage license is preferred. Key Responsibilities Compliance & Regulatory Oversight Ensure compliance with PCC Code of Conduct, PCC Import Compliance Manual, Corporate Export Compliance Procedures (CECPs), and all applicable regulatory requirements. Maintain adherence to the import Customs Regulations, ITAR, EAR, and other applicable U.S. and international trade regulations. Oversee an effective import compliance program, including all risk areas: valuation, classification, country of origin, documentation, and record keeping. Serve as the site's Facility Compliance Officer, ensuring compliance with all applicable regulatory and organizational standards. Perform internal compliance reviews, including periodic audits of transactional documentation and processes. Advise leadership on trade compliance risks related to business activities and decisions. Import & Export Operations Process routine import and export shipments in compliance with regulatory requirements. Work with finance and purchasing to ensure imported goods are appropriately valued. Classify products for import to/from the U.S. under the Harmonized Tariff Schedule and Schedule B. Perform evaluation and analysis of eligibility for preferential treatment under Free Trade Agreements (e.g. USMCA); manage requests to suppliers for supporting documentation and information. Analyze and interpret import regulations and maintain current knowledge of changes. Identify and implement procedures to minimize import duties as allowed under law. Advise site general managers and senior staff, including division finance personnel, about trade compliance aspects and risks of proposed business decisions; collaborate effectively with peers at related company sites. Work proactively with departments to prevent trade disruptions. Monitor compliance activities and the effectiveness of internal controls; Review with site department managers their trade compliance internal controls (procedures, work instructions, forms, checklists, and tools) to ensure they are current and compliant. Produce and analyze reports from Customs’ ACE portal, internal ERP/MRP, and other information systems. Oversee relationships with freight forwarders and customs brokers; audit for effectiveness. Work with site level and Regional Facility Compliance Officer(s) to maintain effective trade (import and export) compliance programs at assigned sites. Maintain the highest ethical standards, even when challenged from above. Understand and live by company’s ethics and business conduct policies. Determine export classifications (ECCN/USML) and identify applicable regulatory requirements. Review and validate outbound shipments to ensure accuracy, completeness, and compliance. Evaluate shipping and export documentation for regulatory adherence and company policy compliance. Support resolution of complex import transactions in collaboration with senior compliance staff. Support and administer duty drawback processes, including identifying eligible transactions, maintaining required documentation, and coordinating filings with internal teams or third-party providers. Documentation & Recordkeeping Maintain accurate and complete records of all import/export transactions in accordance with ITAR/EAR recordkeeping requirements. Ensure documentation supports regulatory compliance, audit readiness, and duty drawback claims. Track and maintain required compliance documentation in accordance with company policies. Review and maintain internal work instructions and train applicable departments and teams on related requirements and processes. Cross-Functional Collaboration Partner with customer-facing teams to ensure appropriate documentation and authorizations are in place. Coordinate with internal stakeholders (logistics, legal, operations, shipping) to ensure efficient and compliant trade processes. Collaborate with finance and operations teams to support duty drawback recovery efforts. Support training and awareness across the organization regarding compliance procedures. Continuous Improvement & Reporting Assist with maintenance and improvement of trade compliance procedures and controls. Support internal and external audits related to trade compliance. Prepare reports on compliance activities, metrics, and issues, including duty drawback tracking where applicable. Qualifications High school diploma, associate’s degree, or equivalent required. Customs Broker License preferred. Demonstrated history of competency implementing or working in an efficient and effective customs compliance program (including product classification and related party valuation experience). Strong computer skills including ability to research transactions and prepare reports in Customs’ Automated Commercial Environment (ACE), Enterprise Resource Planning (ERP) or Manufacturing Resource Planning (MRP) information systems, perform spreadsheet calculations, and quickly learn new software tools. Minimum of 3 years of experience working with ITAR and EAR regulated goods and trade compliance procedures. Strong knowledge of ITAR, EAR, and applicable import/export regulations. Excellent attention to detail with the ability to identify and resolve potential compliance issues. Experience reviewing shipping and export documentation for accuracy and regulatory compliance. Familiarity with Customs duty drawback processes and documentation preferred. Ability to manage multiple tasks, prioritize effectively, and meet deadlines in a fast-paced environment. Proficiency in Microsoft Office Suite (Excel, Word, Outlook) and familiarity with compliance or ERP systems. Strong verbal and written communication skills.
